14.21 The Office of the Executive Director provides executive and support services to the Executive Director and the Deputy Executive Director, as well as to the senior management of UNEP.

The responsibility for implementing this recommendation belongs to the Controller and the Assistant Secretary General for Central Support Services.

The Division for Programme Planning and Support includes the office of the Deputy Executive Director, who assists the Executive Director and acts as Officer in Charge of UNDCP in the absence of the Executive Director and carries out specific functions in the areas of policy, programme planning and human resource management.

The Governing Council appoints 28 Executive Directors and one alternate to each Executive Director for a term of two years.

15.37 The Foundation is managed by the Deputy Executive Director in his or her capacity as Deputy Administrator, assisted by a Director of Technical and Financial Services.
