77. Developing countries had also had to face unfavourable terms in the flow of manpower.

The bulk of the world's labour force worked in the agricultural sector and three quarters of the working poor were in developing countries.

Better reception of migrant workers from the developing world in the developed countries would enhance the labour markets, easing the shortage of labour in the developed economies and reducing its surplus in developing countries.

Limited progress has been made in the non agricultural labour market and in political life.

Fees such as a porter or self reliance development fee for road construction are regularly extorted by Government forces in lieu of forced labour.

Human resource development is low and skilled labour and entrepreneurial capacity remain weak.

In 2003, the Israeli civil workforce totaled 1.4 million men and 1.2 million women.

This body has been established as an agency of cooperation with and support for the working class in addition to protecting purchasing power it campaigns to increase the living standards of wage earners and to give impetus to worker government programmes it also seeks to attain greater equity in worker employer relations, promoting the consolidation of a new labour culture of complete human development.

30. ILO will continue to approach the issue of employment generation with particular reference to labour market information systems, employment and manpower policies, private sector development and employment services.

The total share of female participation in the labour force in 2000 was 48 per cent, of which 54 per cent were working in agriculture.

There is an imbalance in society, in which the weight of household tasks falls only or mainly on women. Thus, when women enter the job market, they must cope with what is known as the double working day and the lack of recognition of their contribution to the economy and the development of society.
