Commending the positive developments on the Korean peninsula taking place in the wake of the inter Korean summit,

We are more than willing to help the North achieve economic growth, which is almost always the source of peace and security. As such, North Korea s economic recovery is vital for an enduring peace on the Korean Peninsula.

North Korea s announcement that it possesses nuclear weapons has fuelled a diplomatic frenzy. To persuade North Korea to return to the six party talks with China, Japan, the US, Russia, and South Korea on defusing the nuclear threat on the Korean peninsula, Japan, the US, and South Korea have now offered to expand the scope of the talks to allow North Korea to raise any issue that concerns it.

The OPCW stands ready to enter dialogue with North Korea and support it in its efforts to join, if it decides to do so.

If the North abandons its nuclear weapons program, many benefits can be gained. Relations between the North and its neighbors can improve, along with a greater probability of forming a Northeast Asia peace and security mechanism.

The United States has enacted the North Korean Human Rights Act and is investing 24 million on the issue of North Korean human rights every year, and innumerable bogus human rights organizations from the United States, Japan, South Korea and European countries are engaging in subversive operations against the Democratic People's Republic of Korea just to get paid from that fund.

But when the North Korean regime realized that smile diplomacy did not get it whatever it was they wanted, the country s rulers shifted back to hostility. This time, the authorities froze South Korean real estate in the Geumgang Mountain tourist zone and, most seriously of all, attacked the Cheonan.

Moreover, since South Korea s new government took office earlier this year little progress has been made in relations between the two Koreas. But our vision will eventually open up ways to solve North Korea s problems, not only bringing a better future for the North, but also making the Korean Peninsula a gateway for peace and prosperity in Northeast Asia.

It's not just that the rules are bad because the government is too strong and oppressive, as in North Korea.

Now, you won't be surprised to learn that the rules in North Korea keep people there in the dark.

South Koreans genuinely fear that the plan may weaken deterrence by sending North Korea which is demanding a US military withdrawal while refusing to abandon its nuclear weapons ambitions the message that intransigence pays. Indeed, it should not be forgotten that North Korea maintains an army of 1.1 million troops.

Leaders in the North may mistakenly believe that they can circumvent or outmaneuver the South the so called strategy of driving a wedge between the Republic of Korea and the US. But in the end, South Korea is the neighbor whom the North can truly trust and rely on the most.

As soon as the international community reacted, by adopting United Nations Security Council Resolution 1874, North Korea quickly shifted to a charm offensive aimed at the United States and South Korea. The authorities released two American journalists and a South Korean worker whom they had seized in August 2009 on charges of violating North Korean law.

So there's always this the closer you were to North Korea, the more terrifying it was.

And we decided we'd take Koreans in roughly the same geographical place with, notice, the same basic traditional culture, and we divided them in two, and we gave the Northerners communism.

To overcome its economic deficiencies and attain social stability, the North has no choice but to abandon its nuclear weapons program and move toward reform and greater openness. South Korea is trying to persuade the North to make this strategic decision.

Now they claim to have manufactured nuclear weapons for self defense. Although there had been several unofficial statements by Kim Jong Il s regime admitting that North Korea possessions nuclear arsenal, the announcement was the first official confirmation.

3. Invites Member States to support and assist, as appropriate, the process of inter Korean dialogue, reconciliation and reunification so that it may contribute to peace and security on the Korean peninsula and in the world as a whole.

One is North Korea, whose recent behavior has been clever and deceptive. The North Koreans have violated their agreements, knowing that China, the country with the greatest potential leverage, is most concerned about regime collapse in North Korea, and thus the threat of chaos on its borders.

So, in accordance with the Six Party Talks (North and South Korea, the United States, Russia, China, and Japan) my government wants to create a Korean Economic Community in collaboration with the North. In cooperation with the international community, we will help North Korea raise its annual per capita income to US 3,000.

Following the frank discussion of North Korea by Xi and Obama, Xi hosted a summit with South Korean President Park Geun hye, without first meeting with its official North Korean ally. Instead, two senior North Korean officials subsequently visited Beijing and were scolded for the North s behavior.

When they separated, they made choices that led to very divergent paths for their sets of rules.

Like Japan, the Bush administration s relatively moderate stance toward North Korea has changed since the talks broke down last year. The US seems to be tightening its diplomatic encirclement of North Korea with a view to shifting the nuclear discussion to the UN Security Council.

1. Welcomes and supports the inter Korean summit and the joint declaration adopted on 15 June 2000 by the two leaders of the Democratic People's Republic of Korea and the Republic of Korea

North Korea has always been seeking to formally end the 1950 53 Korean War, but the United States said that North Korea must firstly abandon nuclear weapons.

Indeed, in withdrawing from the six party talks, North Korea did not completely abandon the possibility of resolving the nuclear standoff through dialogue. Rather, North Korea s aim was to postpone the six party talks as long as possible in order to force direct bilateral negotiations with the US, in which it would presumably extract energy assistance and other aid while demanding a security guarantee for Dear Leader Kim Jong il.

The Beijing joint statement has clearly stipulated the obligations of the United States and south Korea, the responsible parties for the denuclearization of the Korean peninsula, as well as the principles of simultaneous actions, besides the obligations of the Democratic People's Republic of Korea.

Mr. Pak (Democratic People's Republic of Korea), speaking on a point of order, asked the Chairman to remind the representative of New Zealand that the official name of his country was not North Korea but Democratic People's Republic of Korea and that he should respect that official name.

The North s leaders know that superior South Korean and US military forces would win a full scale military conflict. And yet, with 15,000 artillery tubes in the Demilitarized Zone, just 30 miles (48 kilometers) north of Seoul, the South Korean capital, they also know that they could wreak havoc on South Korea s economy, whereas the North has relatively less to lose.

While North Korea s nuclear arsenal is much smaller, persistent doubts about the regime s sustainability make it a matter of grave concern. In the event of the regime s collapse a distinct possibility it would be difficult to prevent the diversion of its assets, or even the use of its weapons.

Fortunately, America s removal of North Korea from its list of state sponsors of terrorism has re started the denuclearization process. But the North s prior threat to resume work at the facilities suggests that this process may be fitful.

The fall of the Soviet Union was a disaster for North Korea, as it was for Cuba not only did Soviet economic support evaporate, but the Kims could no longer play off one power against another. Only China was left, and North Korea s dependence on its northern neighbor is now almost total.

However, the EU considers the Democratic People's Republic of Korea's nuclear weapons programmes to be a serious violation of its commitments under the NPT, its International Atomic Energy Agency Safeguards Agreement, the Agreed Framework between the United States and the Democratic People's Republic of Korea and the Joint North South Declaration on the Denuclearization of the Korean Peninsula.

But we also, in that period of time, added two more members to the nuclear club Pakistan and North Korea.

It refers to an enduring peace, which is not easily affected by incidents or accidents and is able to prevent politico military crises such as that caused by the North s nuclear program. The only way to realize such a peace is by completing North Korea s denuclearization and establishing a peace regime on the Korean Peninsula.
