If the North abandons its nuclear weapons program, many benefits can be gained. Relations between the North and its neighbors can improve, along with a greater probability of forming a Northeast Asia peace and security mechanism.

The United States has enacted the North Korean Human Rights Act and is investing 24 million on the issue of North Korean human rights every year, and innumerable bogus human rights organizations from the United States, Japan, South Korea and European countries are engaging in subversive operations against the Democratic People's Republic of Korea just to get paid from that fund.

First and foremost, I would like to ask my North Korean colleague if he truly believes North Korea is in any position to call into question human rights anywhere in the world.

It's not just that the rules are bad because the government is too strong and oppressive, as in North Korea.

But when the North Korean regime realized that smile diplomacy did not get it whatever it was they wanted, the country s rulers shifted back to hostility. This time, the authorities froze South Korean real estate in the Geumgang Mountain tourist zone and, most seriously of all, attacked the Cheonan.

Now, you won't be surprised to learn that the rules in North Korea keep people there in the dark.

We sincerely hope that North Korea will realize the importance and value of improved inter Korean relations through its participation in the four party talks.

Moreover, since South Korea s new government took office earlier this year little progress has been made in relations between the two Koreas. But our vision will eventually open up ways to solve North Korea s problems, not only bringing a better future for the North, but also making the Korean Peninsula a gateway for peace and prosperity in Northeast Asia.

South Koreans genuinely fear that the plan may weaken deterrence by sending North Korea which is demanding a US military withdrawal while refusing to abandon its nuclear weapons ambitions the message that intransigence pays. Indeed, it should not be forgotten that North Korea maintains an army of 1.1 million troops.

Today, my delegation would like to make a brief statement on the North Korean nuclear issue.

In this context, we are gravely concerned at the dire human rights situation in North Korea.

The North Korean representative also spoke at length about our national security law.

The Beijing joint statement, correctly understood, does not impose obligations solely on the Democratic People's Republic of Korea, but stipulates obligations also for the United States and South Korea the direct parties to the denuclearization of the Korean Peninsula.

So there's always this the closer you were to North Korea, the more terrifying it was.

On the other hand, however, discussing North Korea apos s human rights situation is simple.

Leaders in the North may mistakenly believe that they can circumvent or outmaneuver the South the so called strategy of driving a wedge between the Republic of Korea and the US. But in the end, South Korea is the neighbor whom the North can truly trust and rely on the most.

As soon as the international community reacted, by adopting United Nations Security Council Resolution 1874, North Korea quickly shifted to a charm offensive aimed at the United States and South Korea. To overcome its economic deficiencies and attain social stability, the North has no choice but to abandon its nuclear weapons program and move toward reform and greater openness. South Korea is trying to persuade the North to make this strategic decision.

To put it bluntly, we needed such a law because North Korea continues to dispatch armed agents to the Republic of Korea, as evidenced by the North Korean submarine infiltration incident last September.

As all delegations have just witnessed, the South Korean authorities are still inciting confrontation between the north and the south of Korea, even at this sacred forum of the United Nations.

The cases of the now unified East Germany and West Germany and the still divided South Korea and North Korea serve as precedents for parallel representation of divided nations in the United Nations.
