The IAEA was the sole international body responsible for nuclear verification, and States should help it to achieve its objectives by concluding additional protocols with it.

The Chairman of the IAEA Board of Governors summarized the Board position at the time by saying that cooperation between IAEA and the Committee should be intensified.i

Now that led to an understanding of atomic structure because the way that's explained is atoms are a single nucleus with electrons going around them.

Malaysia, on behalf of the Non Aligned Movement (NAM), has consistently expressed to the Director General and the secretariat of the Agency the Movement's appreciation for their reports to the Board of Governors of the IAEA.

The annual report of the Agency indicates positive results for 2004.

It encourages the States parties to conclude with IAEA the Additional Protocol.

States parties that had not yet concluded comprehensive safeguards agreements with IAEA should do so without delay.

And so the fact that atoms, when you heat them up, only emit light at very specific colors, was one of the key drivers that led to the development of the quantum theory, the theory of the structure of atoms.

We also urge all States to conclude the comprehensive safeguards agreement with the IAEA.

We clearly have to be large, compared to atoms, to have layer upon layer of complex structure.

In that connection, Thailand is pleased to report that we concluded and signed an Additional Protocol with the International Atomic Energy Agency (IAEA) on 22 September this year.

A lot of people think about the new economy as something that was going to be a disembodied, alternative, virtual existence, and that we would have the old economy of atoms.

That is particularly so with respect to States members of the International Atomic Energy Agency (IAEA).

In addition, the September 2005 meeting of the IAEA Board of Governors also authorized the IAEA Director General to conclude and subsequently implement the Protocol Additional to the Agreement between the Government of Malaysia and the IAEA for the Application of Safeguards in Connection with the Treaty on the Non Proliferation of Nuclear Weapons (NPT).

Those holes you see there are very filtered down, watered down versions of the extremity of the diatomic structures.

Moreover, the EU will work within the IAEA to make the IAEA Board of Governors acknowledge that the conclusion of comprehensive safeguard agreements and additional protocols are the verification standard of today.

We also welcome the outcome of the recent IAEA General Conference, in which important resolutions were adopted to promote activities in the Agency's various areas of focus.
