The draft resolution now under consideration by Council experts supports increased dialogue between States and the Committee to strengthen Member States' implementation of the sanctions measures.

Member States always had the right to submit suggestions or proposals to the Commission.

The organizers invite the member States and observer States to participate in the conference.

We have recognized the valuable contribution of major United Nations conferences and summits in mobilizing the efforts of Member States for achieving the United Nations development agenda.

The Chairman and the Vice Chairmen will reach out on a regular basis to United Nations Member States.

With regard to participation, delegations said that the forum could bring together Member States, international organizations, the private sector and civil society and that it should make use of the work of the regional and functional commissions.

The session was attended by representatives of States members of the Commission, by observers for other States Members of the United Nations, by observers for non member States and Palestine and by representatives of the specialized agencies, regional intergovernmental organizations, other entities, national human rights organizations and non governmental organizations.

It enjoys the broad support of Member States and a diversified donor base with contributions from over 40 Member States.

To that end States should establish close communication with the Commission, while the Commission should address the concerns of Governments.

The responsibility for carrying out embargoes imposed by the Security Council rests with Member States, which are accordingly responsible for meeting the costs of any particular action they deem necessary for ensuring compliance with the embargo.

In paragraph 3 of its resolution 59 41 of 2 December, concerning the report of the International Law Commission on the work of its fifty sixth session, the General Assembly drew the attention of Governments to the importance for the International Law Commission of having their views on the various aspects involved in the topics on the agenda of the Commission identified in chapter III of its report.

At the same time, the Committee stresses that the responsibility for implementing the provisions of the resolution rests with the Member States.
