Meeting of Experts within the framework of the 7 9 April Commission on Enterprise, Business Facilitation and Development

1. The experts stressed the importance of electronic commerce as a vehicle for the integration of smaller players (especially developing countries, economies in transition and small and medium sized enterprises) in international trade.

Adjustment among small retailers has come through specialization, and the size of the specialty markets in developed countries has allowed for this adjustment to take place, but in the case of developing countries the size of the market may not allow adjustment of small retailers through specialization.

Hungary is in the process of creating an Entrepreneurship Development Council on which representatives from government ministries, chambers of commerce, business associations and individual experts will serve with a view to advising the Government on creating enabling commercial and legal frameworks for SME development.

22. An expert from the United Kingdom referred to the different types of trade transactions using electronic commerce technologies (goods versus services) and the need for Governments to understand that their role would also differ accordingly.

Retailers have internationalized through franchising, especially in the speciality store segment, where restrictions on commercial establishment were in effect.

The report of the Expert Meeting will be submitted to the Commission on Enterprise, Business Facilitation and Development at its tenth session in 2006.

In the light of their deliberations and exchange of experiences, the experts made the following recommendations to the Commission on Enterprise, Business Facilitation and Development.

Experts underlined that issues related to electronic payment and the legal aspects of electronic commerce would need to be examined further.
