Subject to the general direction and policy control of the relevant Minister, permanent secretaries would be responsible for the administration of departments.9

Each department or ministry would have a permanent secretary who would act as the chief policy adviser to the Minister on matters within the responsibility of their department.

In this connection, we agree with the Secretary General apos s decision to institute reforms in the administrative and operational aspects of the Organization.

Administrative and financial services programme assists the Executive Secretary in the planning, development, coordination, control and management of the secretariat's resources.

Let me take this opportunity to commend the various branches of the Secretariat, in particular those within the Department of Political Affairs and the Department for Disarmament Affairs, that are providing valuable support to the work of the three Committees.

During the biennium 2004 2005, AAdministrative and ffinancial sservices programme has administered the secretariat's resources.

China had taken note of the Secretary General apos s statement on his decision to transfer the decolonization unit from the Department of Political Affairs to the Department of General Assembly Affairs and Conference Services.

He noted the Secretary General s decision to maintain the decolonization programme in the Department of Political Affairs.

Many Governments subsidize service sectors, including those serving the public good.

Notes the insufficient level of collaboration between the Department of Political Affairs, the Department of Peacekeeping Operations and the Department of Field Support, of the Secretariat, with respect to special political missions, and requests the Secretary General to ensure systemic cooperation so as to prevent duplication among the three departments

2. The Advisory Panel on Management and Finance was established pursuant to the Secretary General apos s bulletin ST SGB 270 of 14 January 1994. It is chaired by the Under Secretary General for Administration and Management and its membership consists of the heads of departments and offices at Headquarters at the under secretary general and assistant secretary general levels, a representative of the Secretary General and the Controller.

The Forum secretariat participates actively in the interdepartmental activities of the Department of Economic and Social Affairs.

(a) That the substantive responsibilities for the decolonization programme will be maintained in the Department of Political Affairs of the Secretariat

The administrative arrangements are governed by a delegation of authority instrument in the form of a 1998 interoffice memorandum from the United Nations Under Secretary General for Management to the UNCCD Executive Secretary.

In 2004, a pedagogic workshop was organized by a partnership between the Special Secretariat on Policies for Women, the National Secretariat of Public Security (Ministry of Justice) and the Ministry of Health.

The responsible Government department is the Ministry of Commerce of the People's Republic of China.

At the beginning of the present administration, five women occupied ministerial positions Ministries of Mines and Energy, Environment, and Social Assistance, and the Special Secretariat on Polices for Women and Policies for the Promotion of Racial Equality.

8. The substantive support to the work of intergovernmental organs serviced by the new Department is provided by practically all other departments of the Secretariat, including the Department of Political Affairs, the Department of Economic and Social Affairs, the Department of Peacekeeping Operations and the Department for Disarmament Affairs.

36. The Department s press releases issued on a daily basis in both working languages of the Organization continue to provide the only immediately available written account of proceedings of intergovernmental meetings held at Headquarters, as well as a wide range of information on the activities of the Secretary General, the Deputy Secretary General and the substantive offices of the Secretariat both at Headquarters and in the field.

This programme incorporates a subprogramme on financial management and administration, funded by the return of overhead funds, that provides the secretariat with the whole range of administrative services, in cooperation with the relevant services of the United Nations Secretariat.

12. Encourages the Secretary General to strengthen the cooperation between the Department of Public Information and other departments of the Secretariat, in particular those dealing with priority issues

At the same meeting, Maria Maldonado, Chief of Decolonization Unit, Department of Political Affairs, United Nations Secretariat, read out a message from the Secretary General (see appendix IV).

The Division provides administrative support to the United Nations Secretariat Units located at the Vienna International Centre.

The Ministry of Commerce of the People's Republic of China should be added to the matrix as the responsible Government department.

Moreover, the State Secretariat for Women had an agreement with the State Secretariat of Labour whereby a portion of its job creation funds would be earmarked for women's employment in rural as well as urban areas.

(c) That the Department of General Assembly Affairs and Conference Services of the Secretariat will be responsible for the technical secretariat servicing relating to the decolonization programme, as outlined in his letter of 17 March 1997 See A 51 829, sect. C.

11. The Special Committee had dedicated considerable attention to the decision of the Secretary General to transfer the decolonization team from the Department of Political Affairs to the Department of General Assembly Affairs and Conference Services.

1.38 The Executive Office of the Secretary General assists the Secretary General in the establishment of general policy and in the executive direction, coordination and expeditious performance of the work of the Secretariat and of the programmes and other elements of the Organization, as well as in contacts with Governments, delegations, the press and the public.

Consultations on cooperation between the Department of Political Affairs of the United Nations Secretariat and the LAS Department of Political and International Affairs were held informally at the meeting.

Parliamentary State Secretary, Ministry for Environment and Regional Development

Veterinary hygiene inspection procedures for slaughtered livestock and poultry shall be formulated jointly by the relevant administrative departments under the State Council and the administrative department of public health under the State Council.

The report was prepared in response to a request by the then State Secretary for Justice and the then State Secretary for Social Affairs and Employment, to draw up a thematic section for the National Report on Emancipation Policy.

Inter alia, she has served as Secretary General of the Government of the Slovak Republic and Secretary General of the Ministry of Foreign Affairs, and she has very recently been appointed her country apos s Minister for Foreign Affairs.
