As the Secretary General has emphasized, support from the international community to help the disaster stricken countries in the Indian Ocean should not stop at immediate relief, however important that is.

These will assist national authorities and the international community in improving the quality and timeliness of international urban search and rescue assistance.

57 150. Strengthening the effectiveness and coordination of international urban search and rescue assistance

The SAR Convention was aimed at facilitating the development of an international SAR plan, so that, no matter where an accident occurs, the rescue of persons in distress at sea will be coordinated by a SAR organization and, when necessary, by cooperation between neighbouring SAR organizations.

The Mechanism has its roots in two existing international emergency management networks the International Search and Rescue Advisory Group (INSARAG) and the Military and Civil Defence Assets (MCDA) network.

Welcoming the efforts of Member States, with facilitation by the Office for the Coordination of Humanitarian Affairs and in cooperation with the International Search and Rescue Advisory Group, to improve efficiency and effectiveness in the provision of international urban search and rescue assistance, and in this context noting its resolution 57 150 of 16 December 2002 entitled Strengthening the effectiveness and coordination of international urban search and rescue assistance ,

One of the major challenges facing the INSARAG community is to develop a system whereby responding Governments, on the basis of the advice of the United Nations Disaster Assessment and Coordination (UNDAC) team on site and the INSARAG secretariat, stop the deployment of additional international search and rescue teams when they are not required.

The International Federation welcomes efforts to strengthen the coordination of humanitarian and disaster relief assistance of the United Nations.

As a result, substantial amounts of international relief food aid are likely to be required until October 1999.

Persons likely to face racism and discrimination should be informed of remedies available at the international level, such as that provided by article 14 of the Convention, so that they can seek satisfaction before international bodies when domestic remedies have been exhausted.

Governments of affected countries often face great difficulties in coordinating national and international relief assistance.

America's armed forces and emergency response specialists from the United States Agency for International Development (USAID) have been sent to the region to support relief efforts and are distributing aid 24 hours a day.

The International Satellite System For Search and Rescue (COSPAS SARSAT) has provided alerts that have assisted in the rescue of over 17,000 persons in distress in about 5,000 search and rescue events since 1982.

Major International NGOs Substantial ODA resources are now channelled through large international NGOs (e.g. CARE International, OXFARM, etc) working to support short term emergency assistance and long term development.

Although the Government of Pakistan did not officially request international assistance and provided over 2.3 million worth of relief aid, the international community contributed more than 4 million worth of assistance.

In that regard, we urge donor countries and international financing institutions to increase their contributions in order to fund humanitarian and relief activities, in fulfilment of the principles of international solidarity and interdependence, and in accordance with the Charter of the United Nations.
