In my statement today, I wish to address three questions the challenge facing the CD in the nuclear disarmament area, the potential for work within the CD on anti personnel landmines, and the issue of CD enlargement.

During this difficult period of the CD apos s work, the President of the Conference has had a central role.

Since then, the Conference has not been able to launch negotiations on any subject.

Over the past week, we have seen how even the references in the CD apos s annual report to the failure of the CD to make any progress can become the subject of contentious negotiations.

Let me now turn briefly to the negotiation process for the Convention, which was conducted within the Ad Hoc Committee established by resolution 51 210.

The complete failure of any progress in negotiations within the Conference on Disarmament on an FMCT has been and still is not due to the Conference itself but to the lack of political will of participating States.

Now, in my national capacity, I would like to touch upon some issues that the General Assembly is considering today.

The Conference on Disarmament has the capacity to succeed in both these vital negotiations.

On this occasion, I would also like to say a few words on the subject of the rules of procedure of this Conference.
