The number increased rapidly during the United Nations Transitional Authority in Cambodia (UNTAC) supervised transitional period, which allowed an opening of the country after almost a decade and a half of international isolation.

(iii) Study of a phasing in mechanism, including agreement on a transitional period and possible exemptions during that period

During the period under review, the transitional process was focused on the convening of the Transitional National Assembly and its proceedings as well as on the formation of the Transitional Government of Iraq.

During that transition, sustained support should be provided to ensure that medium and long term needs of victims, in particular those of children, are adequately addressed.

The delays in convening the Transitional National Assembly and forming the Transitional Government reduced the time available for completing the draft constitution by the deadline of 15 August, as stipulated by the Transitional Administrative Law.

The United Nations has had to struggle with the gaps existing in the transition between conflict and development.

The Transitional Government maintained public order during periods of heightened tension at the end of June and early in July and the first weeks of the six month extension of the transition have been generally peaceful.

It had also been agreed by the two parties that during the transitional period the United Nations would ensure that all conditions existed for the organization of a referendum.

Additionally, the UNTAES 4x4 vehicles will be required during the liquidation of that Mission and those available to UNSMIH were required for the follow on mission, UNTMIH.

After a period of transition, a new period of reconstruction is beginning for it.

While there was some progress in the implementation of the transitional agenda during the reporting period, the difficult relationship between the components of the Transitional Government has not significantly improved, and the implementation of some major aspects of the transition, including security sector reform and the legislative agenda, has experienced considerable delays.

Tension may be expected around certain key events in the interim period, such as midterm elections and the referendums.

V. Post conflict transitions

During the period of its validity, that is, the duration of the Transitional Government, no political leader could be arrested, indicted or prosecuted for political crimes committed during the period covered by the amnesty.

However, the checkpoint was totally or partially closed for 222 days during this period.

During the reporting period, two main processes of the political transition national dialogue and elections were launched by the Transitional Government of Haiti and the Provisional Electoral Council, respectively.

In Poland, the restructuring of the taxation system took place during the transition period.
