The number increased rapidly during the United Nations Transitional Authority in Cambodia (UNTAC) supervised transitional period, which allowed an opening of the country after almost a decade and a half of international isolation.

The package includes a transitional criminal code, a transitional code of criminal procedure, a transitional detention act and a model transitional police directive.

Transition periods

During the period under review, the transitional process was focused on the convening of the Transitional National Assembly and its proceedings as well as on the formation of the Transitional Government of Iraq.

We proceeded on the basis that the transitional period should take a certain amount of time (we determined that it would take 10 years).

It is anticipated that the mandate of the peace support operation would last approximately seven years, including the pre interim and interim periods, followed by an appropriate phase out period during which the mission would support implementation of the results of the referendum.

The Transitional Government maintained public order during periods of heightened tension at the end of June and early in July and the first weeks of the six month extension of the transition have been generally peaceful.

The international community needs to remain engaged during the period of transition from relief to development.

The United Nations has had to struggle with the gaps existing in the transition between conflict and development.

The Advisory Committee also considered the report of the Secretary General on the revised budget for the maintenance of UNSMIH for the month of July 1997, the maintenance of the United Nations Transition Mission in Haiti (UNTMIH) for the period from 1 August to 30 November 1997 and the liquidation of UNTMIH thereafter (A 52 869).

The delays in convening the Transitional National Assembly and forming the Transitional Government reduced the time available for completing the draft constitution by the deadline of 15 August, as stipulated by the Transitional Administrative Law.

The objective was to seek concerted solutions to the problems encountered at the national level during the interim period.

The Security Council looks forward to the seating of the Transitional National Assembly and the formation of a new Transitional Government of Iraq in the near future.

The Bank indicated the desirability of quantifying the welfare losses during the transition and also compare the new State (after transition) with the pre sanction situation.

Eight gratis personnel have been provided to UNTAES during this period, valued at 489,600.

4. On 30 July 1997, the Security Council, by its resolution 1123 (1997), established the United Nations Transition Mission in Haiti (UNTMIH) with a mandate limited to a single four month period ending on 30 November 1997.

The International Business Companies Act (2004) supersedes the earlier legislation provided for a seven year transition period.
