GCOS Global Climate Observing System (UNEP IOC WMO)

The Global Climate Observing System (GCOS), supported by ICSU, UNEP, IOC and WMO, has completed the development of the Implementation Plan for the Global Observing System for Climate in support of the United Nations Framework Convention on Climate Change.

The WMO World Climate Programme publishes on a regular basis information on the Global Climate System within the framework of projects such as the Climate System Monitoring and CLIPS.

GCOS Global Climate Observing System (UNEP IOC WMO ICSU)

The SBSTA welcomed the ongoing efforts of the Group on Earth Observations (GEO) and invited the GCOS and the GEO to continue to coordinate closely on the implementation of the GCOS implementation plan and the Global Earth Observation System of Systems (GEOSS) 10 year implementation plan.

While the Plan outlines the actions needed to make the Global Climate Observing System fully operational and efficient, it also highlights the importance of climate related data to be provided by the Global Terrestrial Observing System and the Global Ocean Observing System.

The implementation of GTOS is closely linked with that of GCOS and GOOS, which are co sponsored by UNEP, UNESCO, WMO and ICSU.

These included meteorological, atmospheric, oceanographic and terrestrial observations of the climate system.

In addition to their involvement in global research programmes relating to climate change, including GCOS and GOOS, many Parties reported on their cooperation in activities conducted by the WMO, on international global atmospheric chemistry, past global changes and global changes in terrestrial ecosystems.

The need for strengthening observing systems for climate data was one reason for the recent establishment of the Global Earth Observation System of Systems the advent of which represents an important step forward.

The SBSTA agreed to revise the UNFCCC reporting guidelines on global climate change observing systems in order to reflect priorities of the GCOS implementation plan and incorporate the reporting on essential climate variables Parties also noted the need to revise the more comprehensive supplementary reporting format.

The SBSTA also welcomed the endorsement of the 10 year Implementation Plan at the third Earth Observation Summit in February 2005 which established the Global Earth Observation System of Systems as an important development in systematic observation to contribute to the enhancement of climate change research, as well as the continuing contribution of the Global Climate Observing System (GCOS) to this process.

The SBSTA urged those Parties that have not already done so to designate GCOS national coordinators and GCOS national focal points.

It also called on the GTOS secretariat to assess the status of the development of standards for each of the essential climate variables in the terrestrial domain.

Those centres provided regular postgraduate training in topics such as remote sensing, GIS, telecommunications, satellite meteorology and global climate.

In 1994, the Institute also started research in the field of remote sensing of the atmosphere from space for studies of climate and weather, especially in connection with the use of the GPS GLONASS based radio occultation technique for profiling and imaging of the Earth apos s atmosphere and ionosphere and with passive microwave sounding.

High calibre research on, for example, climate change impacts on terrestrial ecosystems are being carried out by such world standard institutions as the Institute of Global Climate and Ecology.

The World Climate Research Programme has specifically included research on climate and cryosphere, the main purpose of which is to provide a globally integrated approach to the study of the role of the cryosphere in the climate system.

The SBSTA welcomed the efforts by the GTOS secretariat to develop a framework for the preparation of guidance materials, standards and reporting guidelines for terrestrial observing systems for climate and encouraged GTOS to continue its work.

Together with other interested organizations, WMO was carrying out climate related activities under chapter 9 of Agenda 21 by, inter alia, providing assistance for the socio economic development of various countries and operating the Global Climate Observing System (GCOS) and other environmental monitoring systems.
