The SBSTA also welcomed the endorsement of the 10 year Implementation Plan at the third Earth Observation Summit in February 2005 which establishes the Global Earth Observation System of Systems as an important development in systematic observation to contribute to the enhancement of climate change research, as well as the continuing contribution of the Global Climate Observing System to this process.

Reflecting the increasing awareness of global changes, including climate change, organizations within the United Nations system also cooperate in global schemes, such as the Global Climate Observing System (GCOS), Global Terrestrial Observing System (GTOS), Global Ocean Observing System (GOOS), Global Atmosphere Watch (GAW), World Climate Research Programme (WCRP) and World Climate Data and Monitoring Programme.

The scientific community needs to continue to increase its understanding of the climate and the Earth system and to refine its predictive tools and reduce remaining uncertainties in projections of future climate and its impacts, particularly at the regional level.

These programmes include the Global Climate Observing System (GCOS), and the Global Ocean Observing System (GOOS).

The Global Climate Observing System (GCOS), supported by ICSU, UNEP, IOC and WMO, has completed the development of the Implementation Plan for the Global Observing System for Climate in support of the United Nations Framework Convention on Climate Change.

The World Climate Research Programme of WMO has proposed a new strategic framework for its activities in the period 2005 2015 entitled Coordinated Observation and Prediction of the Earth System , which aims at facilitating the prediction of Earth system variability and change for use in practical applications of direct relevance, benefit and value to society.

The need for strengthening observing systems for climate data was one reason for the recent establishment of the Global Earth Observation System of Systems the advent of which represents an important step forward.

The WMO World Climate Data Information Referral System (INFOCLIMA) includes information on some available satellite data sets needed for climate monitoring and research.

While the Plan outlines the actions needed to make the Global Climate Observing System fully operational and efficient, it also highlights the importance of climate related data to be provided by the Global Terrestrial Observing System and the Global Ocean Observing System.

Climate is a profoundly complex, nonlinear system, full of runaway positive feedbacks, hidden thresholds and irrevocable tipping points.

The debt problem was also related to the current international economic climate and the changing global economic system.
