As the Committee on Contributions had stated, a six year base period represented a reasonable compromise between the position of those who advocated its lengthening and the position of those who advocated its shortening.

50. Experience had shown that too long a base period, far from ensuring stability, tended to distort the principle of capacity to pay the base period should therefore not exceed six years.
