As regards this principle, the National Registry of Population and Personal Identification is governed by the General Population Act and its functions, as defined by article 87 of that Act, are to register Mexicans by means of the National Registry of Citizens, the National Registry of Minors and the Register of Mexicans Resident Abroad, and to register aliens through the Catalogue of Aliens Resident in the Mexican Republic.
