15. Given the importance of increasing the competitiveness of SMEs, the experts recommended that UNCTAD extend its operational programmes, such as TRAINFORTRADE, Trade Points, and EMPRETEC 21, to more countries and enhance relevant transit programmes.

A trade structure involving many enterprises, particularly SMEs, will require widely available and accessible trade related services and a closer integration of the services of key sectors, whereas a trading structure involving a few large enterprises will tend to have many of the trade related services in the enterprises themselves, with a low level of availability and accessibility to newcomers.

In the area of trade in services statistics, UNCTAD gave training on foreign affiliates trade in services statistics as part of a joint workshop with ESCWA, UNSD, IMF and WTO for the ESCWA member States, held from 14 to 17 December 2004.

Trade in health services under this mode includes primarily health services provided to foreign patients however, educational services provided to foreign students can also be considered trade in health services.

International trade involves goods, services, transport operations, vehicles and infrastructure.

The ITC World Trade Net programme seeks to help business sectors better understand dynamic changes in legal and regulatory frameworks for international trade and implications for day to day business operations.

Half of world trade in commercial services consists of business services, which includes professional services such as accounting, legal, health and advertising services.

SMEs are more inclined to invest abroad for supporting trade channels and operating closer to home, often in neighbouring countries.

Following on the mandate for UNCTAD to assist developing countries in setting up their trade policy, the focus is on the commitments made under the General Agreement on Trade and Services by the 16 small island developing countries that are members of the World Trade Organization (WTO) with a view to analysing the link between these commitments and the strategies of these countries for developing trade in services.

For example, the Directorate for Science, Technology and Industry maintains databases on structural analysis activities of foreign affiliates in manufacturing and foreign affiliates and trade in services.
