Following on the mandate for UNCTAD to assist developing countries in setting up their trade policy, the focus is on the commitments made under the General Agreement on Trade and Services by the 16 small island developing countries that are members of the World Trade Organization (WTO) with a view to analysing the link between these commitments and the strategies of these countries for developing trade in services.

A trade structure involving many enterprises, particularly SMEs, will require widely available and accessible trade related services and a closer integration of the services of key sectors, whereas a trading structure involving a few large enterprises will tend to have many of the trade related services in the enterprises themselves, with a low level of availability and accessibility to newcomers.

Trade facilitation, business information and adequate human resource development in the field of enterprise management and trade support services will occupy a prominent position in the strategies of all Governments and enterprises involved in international trade.

For this purpose, ITC pursues five corporate goals, namely (a) facilitating the integration of enterprises into the multilateral trading system (b) supporting the design of trade development strategies (c) strengthening key trade support services, both public and private (d) improving sector performance and (e) building enterprise competitiveness.

Trade Points and trade facilitation mechanisms had long been available in the services infrastructure of developed countries, and it was developing countries who should be the main beneficiaries of new Trade Point programmes.

The value added in the global chain of supply of goods and services has made distribution services a key infrastructural service and a vehicle in international trade and competitiveness, as well as a sector by itself in the services trade negotiations in the WTO.

Trade facilitation reduced barriers to the participation of SMEs in trade, increased employment and allowed entrepreneurs to become partners in the globalization and liberalization of trade.
