The Orphan's Court (Parish Court) appoints a guardian to a child who has been orphaned or deprived of parental care the guardian takes the place of the child's real parents.

If the Orphan's Court (Parish court) has failed to find a possibility for an orphan or a child deprived of parental care to grow up in a family environment, it adopts the decision on placing the child in a care and education establishments.

The identification of families which do not exert sufficient effort to ensure the development or upbringing of the child, where the child is not prepared for useful activity or parents abuse their parental power, is the competence of the Orphan's court and the Parish Court.
