Bridging the North South divide in scientific and technological capacity

Recognizing the role that international cooperation on science and technology can play in addressing the technological gap and the digital divide between the North and the South,

The gap in technological capabilities is increasing.

The development dilemma being faced in the CARICOM region in particular can be summarized in critical development gaps, such as the human development gap, the technology gap and the trade and terms of trade gaps.

They also have the potential for widening the gap between rich and poor.

This gap in science and technology capacity between the developed countries and a majority of developing countries is generally still widening.

Acknowledging the urgent need to bridge the technological gap and to assist developing countries to access the potential benefits of science and technology for human resources development,

Many developing countries are trapped on the wrong side of the technology divide and the investment gap.
