It therefore urged the Department of Safety and Security to work with ECA to minimize the impact of the security guidelines on the Commission's effective functioning.

The Committee emphasizes that, in the interest of safety and security of staff, the standard should be in compliance with minimum operating security standards and that this must be applied as a simple uniform standard indicator without room for leniency.

Lastly, the Department of Safety and Security must endeavour to minimize the adverse effects of applying Minimum Operating Security Standards at the Economic Commission for Africa.

27. Security Council resolutions should include more precise mandates for sanctions committees, including a standard approach to be followed by the committees.

Specifically, that Committee is drafting Mexico's official standards the purpose of NBS 17 is to establish local airport security committees NBS 18 is intended to set minimum standards for airport security programmes and NBS 019 deals with inspection procedures for registered luggage.

These are Security Council resolution 687 (1991) and other relevant Security Council resolutions, the criteria established by the Governing Council for particular categories of claims, and any pertinent decisions of the Governing Council .
