He also mentioned that the United Nations Department of Safety and Security assuming certain costs would allow UNDP to reduce its administrative costs for security.

The total jointly financed budget of the Department of Safety and Security amounts to 199,280,800 before recosting.

Whereas the latter was previously charged rent at the commercial rate, the new Department of Safety and Security is charged only for actual rent and maintenance expenses incurred by the United Nations on its behalf for the office space allocated for the Department's activities, the costs of which are financed jointly by all organizations participating in the security management system in the field.

The total proposed cost increase under security, safety and emergency amounts to 7.5 million.

This enables the Administrator to present the full costs related to mandated United Nations security requirements in a comprehensive and transparent manner.

Special political missions estimates in respect of matters of which the Security Council is seized

The estimated non post requirements will cover general temporary assistance, overtime, various contractual services, maintenance costs related to specialized security and office automation equipment, cleaning and repair of uniforms, communication costs, security related supplies and replacement of security and safety equipment.

The cost estimate provides for the emplacement travel of 81 civilian police at an average cost of 2,250 per person.

(b) The acquisition of vehicles under a global purchase order resulted in a lower cost per vehicle compared to the standard cost utilized in the budget

Financial implications and cost sharing arrangements

These include drug revolving funds, laboratory fees, partial or full payment for services, and other arrangements.

The consolidated requirements and estimate for the 2006 2007 biennium (before recosting) amount to 340,946,300 (net), including the United Nations share of jointly financed safety and security costs ( 40,551,800).

In resolution 59 276, the General Assembly had decided to retain the current system of cost sharing, which meant that UNICEF would be required to continue paying 11.6 per cent of all field and field support costs under DSS.

Provision is also made for related freight charges at 12 per cent of the total cost ( 15,400).

(g) To improve the payment systems in order to streamline processing, reduce costs and enhance security

The non post requirements also include a provision of 5,185,100 to cover the United Nations share in the costs of the Security and Safety Section at Vienna, which are financed on a cost sharing basis with other organizations based at the Vienna International Centre.

Upon request, the Advisory Committee was informed that the total (before recosting) includes 60,283,900 for posts, 3,132,400 for non staff costs and 2,369,000 under safety and security.

Costs are charged to projects, ensuring full cost recovery.

The Secretariat does not intend to use the funds unless its proposal for an alternative use of the funds, as proposed in the context of the report of the Department of Safety and Security, is approved by the General Assembly.

As a result of subsequent decisions of the Security Council, two revisions to the cost estimates have been issued.

These costs will cover mainly the travel of participants to five regional workshops, as well as local costs and other training arrangements.

Indicators providing information on the cost of telecommunications include cost per unit (local and international), cost of installation of lines, line rentals, cost for Internet access, etc.

The total jointly financed budget of the Department of Safety and Security amounts to 199,280,800 before recosting (see table below).

In this regard, it would have to be borne in mind that, under the proposed UN UNJSPF cost sharing arrangement, the Fund would have to assume two thirds of the costs involved in respect of the administrative area and the full costs for the investment area.

With regard to operational costs, the Advisory Committee had recommended that the Mission should use internal capacities, such as the Department of Security and Safety, to provide security awareness induction training for new staff.

The challenge is to acknowledge the costs (as we are now doing with pollution) and assign them to people who can and can be compelled to pay for them. After all, we accept the costs of police forces and health care, including not just hospitals, but also clean water, safe food, etc.
