The Board recommends that the Administration continue to refine and roll out the performance standards and indicators for rations vendor evaluations to all missions where they have not yet been implemented.

The guidance on the use of the template was issued to the missions along with the Controller's 2003 04 performance report instructions.

The proliferation of militia groups in various parts of the country has also seriously hampered the mission's efforts to enhance security, especially in view of the close association of those groups with political forces.

Ms. Taylor Roberts (Jamaica), speaking on behalf of the Group of 77 and China, said that the Group acknowledged the efforts of the Under Secretary General for Safety and Security and his Department to create a strengthened and unified security management system for the United Nations.

42. The new contingent owned equipment arrangements have been introduced in six missions UNTAES, UNPREDEP, MONUA, UNOMIG, MIPONUH and UNSMIH.
