The decolonization period is not over, but rather requires unique remedies in protecting the inalienable rights of the people of the Non Self Governing Territories and, in particular, those small island Territories which require special consideration as a result of the vulnerabilities that they share with other small island developing countries in their regions

(b) Constraints faced by and development options available to the small island Territories

From this perspective, the situation of the small island Territories deserves particular attention.

The Territory is made up of three main islands (St. Croix, St. John and St. Thomas) and one small island (Water Island), transferred in 1996 by the United States Department of the Interior to the jurisdiction of the territorial Government.

One effective means of ascertaining the situation in small island Territories was to send visiting missions.

The tribunal issued its ruling on 9 October 1988 at The Hague and unanimously found that the islands, islets, rocks and low tide elevations forming the Mohabbakah islands, including but not limited to Sayal islet, Harbi islet, Flat islet and High islet the islands, islets, rocks and low tide elevations forming the Haycock Islands and South west Rocks islands are subject to the territorial sovereignty of Eritrea.

1. The Turks and Caicos Islands1 is a 417 square kilometre multi island territory. It is the largest of the British dependent territories in the Caribbean, comprising 40 islands and cays.

Other States are making arrangements within the territory available to them and planning on relocating people from islands which may disappear to other islands.

5. The Special Committee deplores the continued alienation of land in colonial and Non Self Governing Territories, particularly in the small island Territories of the Pacific and Caribbean regions, for military installations.

(a) Economic and social development in the small island Territories and their impact on the realization of the right to self determination

The tribunal also unanimously found that the islands, islets, rocks and low tide elevations of the Zuqar Hanish group, the Abu Ali islands, the island of Jabal al Tayr and the islands, islets, rocks and low tide elevations forming the Zubayr group are subject to the territorial sovereignty of Yemen.

It consists of six islands (Tutuila, Aunuu, Ofu, Olosega, Tau and Rose) belonging to the Samoan group.

The Territory has a relatively flat topography, a total area of 96 square kilometres and includes several offshore islets.

The Territory of St. Helena,1 which is administered by the United Kingdom of Great Britain and Northern Ireland, consists of the island of St. Helena and two dependencies the island of Ascension and a group of small islands forming the dependency of Tristan da Cunha.

To undertake, in the contacts maintained by all Arab States with the Islamic Republic of Iran, to raise the issue of Iran's occupation of the three Arab islands in order to stress that that occupation must be ended, given that the three islands are occupied Arab territory

2. The Territory has a total area of 53.35 square kilometres and consists of 150 islands and islets extending from north east to south west along the edge of an extinct, submarine volcano.

To establish Japanese territorial water, the positions of the mainland and the off lying islands must be registered with the World Geodetic System (WGS).

Nevertheless, estimated per capita income in the Territory ( 5,000) is about twice the average for all the Pacific island economies (at 2,700), although it is only one quarter of the per capita income in Guam, ASER, April 1997, p. 13. another Non Self Governing Territory administered by the United States.

What?

Since 2000, the Territory's budget has been agreed on in the framework of the Office of Insular Affairs 2000 2005 Strategic Plan, which, inter alia, calls for all insular Governments to implement long term plans to improve financial management by 2005.

However, the growth of the retail market in Guam is limited by demographic and income factors of the Territory s own population and the arrival of tourists on the island.

(b) Maintaining liaison with the Pacific island developing countries and territories and ensuring their active participation in ESCAP activities

Pago Pago, the capital and the site of one of the Pacific s greatest natural harbours, is located on Tutuila, the largest of the islands, where 90 per cent of the population lives.

In order to address the situation, OIA has made technical assistance grants to Guam and other Compact Territories, with additional funding appropriated to the two island jurisdictions (Guam and the Commonwealth of Northern Mariana Islands) by the United States Congress.4

Aware also of the pressing need of many of the remaining Non Self Governing Territories, including in particular small island Territories, for economic, social and other assistance from the United Nations and the organizations of its system,
