According to data from Women Workers and Unions in Europe on the two major unions, women represented only 18 per cent of the members of the Unión General de Trabajadores and only 13 per cent of the members of Comisiones Obreras in 1992.

There were numerous trade unions for public sector employees, including the Trade Union of Employees of State Institutions, Self Governments and the Finance Sector, the Trade Union of Public Service Employees, the Nursing and Health Care Personnel Trade Union, the Health and Social Care Workers Trade Union and the Education and Science Workers Trade Union.

STAFF PARTICIPATION IN THE WORK OF THE COMMISSION

The commission participates in the work of the ICFTU (International Confederation of Free Trade Unions) Women's Committee.

The Staff Union in New York, as well as the Coordinating Committee for International Staff Unions and Associations, and the Federation of International Civil Servants' Associations, are also involved in this review.

The representative of CCISUA noted that the Staff Union of the International Labour Organization (ILO) had recently joined his Committee and it supported the views of the ILO Staff Union on this issue.

A member of a union is also a member of one of branch unions of the Alliance of Independent Unions of Bosnia and Herzegovina and the Alliance of Unions of Republika Srpska.

357. The participation by observers in the deliberations of the Committee enriches and strengthens the work of the Committee.

The Committee would report to the Statistical Commission on an annual basis. It would report progress made in its activities, including progress made by the various city groups, intersecretariat working groups and other groups working with the Committee within its mandate.

The Commission invited the Working Group to submit, through the Sub Commission, a comprehensive report on its work to the Commission at its fifty fourth session for the consideration of, inter alia, the extension of its mandate.

There are a number of State officials apos trade unions in Tunisia, and they are affiliated to the employees apos trade union federation, the UGTT.

Other Member States noted that funding for staff representation was provided exclusively through union dues.

Separate conceptualization of the term public employee as distinct from the term worker has always been without practical implications for the trade unionism of State workers, as the structuring of trade unions for State workers took place alongside that of other associations and their right to form trade unions has never been called into question.

Convinced that wider participation of States in the work of the Commission would further the progress of its work and that an increase in the membership of the Commission would stimulate interest in its work,

The Working Group may wish to follow the practice of previous sessions whereby the Vice President presiding over the Working Group would serve as its Chairman cum Rapporteur.

Wages boards 84. Wages boards set up under the Wages Boards Ordinance determine wages in a number of industries, services and plantations on a tripartite basis.

The members elected by the staff may be recalled by a majority vote of the staff at the duty station at which the Committee is established, taken at the initiative of any staff representative body at that duty station.

The Committee urges the State party to amend the Trade Union Act to allow workers to form independent trade unions outside the structure of the All China Federation of Trade Unions.

The new Chairperson of the Global Staff Association (GSA) said that he was the first head of the GSA who was a national staff member and worked in the field.
