424. The Act on Town Planning and the Building Law, passed in 1994, has created the basis for rationalizing decision making procedures in allocating land for building, and also for establishing principles of conduct for running building concerns and managing buildings.

425. The legal and institutional basis for counteracting lawlessness in the building industry has been created, as well as for implementing up to date technical building standards.

Local governments make or exert influence on decisions and investments regarding road, transportation and transit systems.

The latter regulates the purposes for the use of various kinds of buildings (housing, production, mixed or villa), type of construction, borderlines of building sites, kind of building (one storey, several storey or many storey buildings), height of buildings, situation of buildings and distances between them, building ledges.

211. Environmental and health planning of houses, buildings and premises, are regulated by the Law on Protection of the Environment, the Law on Territorial and Urban Rural Structure, as well as Ordinance No. 5 of 1995, mentioned above, and the Bulgarian State Standard.
