The Chairman emphasized that the issue of the implementation and enforcement of sanctions was essential to the success of any sanctions regime.

It is therefore important that the new resolution will not only strengthen a number of the elements in the sanctions regime but also address common concerns expressed by Member States over the implementation of the sanctions measures.

14. With regard to the carrying out of sanctions in general, some delegations stressed that, since sanctions were adopted collectively, their consequences should also be borne equitably by all States.

Ensuring compliance by Member States

Monitoring of sanctions implementation by sanctions committees and monitoring mechanisms, in accordance with relevant Council resolutions, can increase the effectiveness of sanctions.

It cannot be too strongly emphasized that sanctions are a tool of enforcement and, like other methods of enforcement, they will do harm.

The practice of using food aid to exert political pressure or as a means of applying sanctions should be vigorously condemned.

The decision of the cadi shall be enforced by the competent executive department.

The last point was dispute settlement, including compulsory arbitration.

37. The sponsor delegation placed particular emphasis upon the humanitarian limits of sanctions.

During the past year, the Security Council created two new sanctions committees on Côte d'Ivoire, pursuant to resolution 1572 (2004), and on the Sudan, pursuant to resolution 1591 (2005).

I want to re emphasize that the CD is the only global arms control and disarmament negotiating body.

Rather, it strengthens the sanctions by increasing global support for them.

We also thank the Committee's Analytical Support and Sanctions Monitoring Team for its work to improve the effectiveness of the sanctions regime.

In order to maintain a high level of compliance by Member States, the Team believes that every effort should be made to foster and increase contact between them and the Committee.
