8. The decades of the 1980s and 1990s meanwhile witnessed the gradual deterioration of our security environment as a result of nuclear and missile proliferation.

The present security environment is radically different from the one existing 35 years ago, when the Treaty on the Non Proliferation of Nuclear Weapons (NPT) entered into force in 1970.

The NPT regime has greatly contributed to the international security environment.

The right of a State to develop fuel cycle technology must be considered in the context of its NPT nuclear non proliferation obligations.

Towards this end, Brunei Darussalam has become a party to the following international treaties and agreements aimed at curbing the proliferation of Weapons of Mass Destruction (WMD)

Non proliferation is a powerful factor within this global security context that still has not come about.

However, we cannot come to grips with this danger through the so called Proliferation Security Initiative (PSI), a non transparent and selective mechanism which limits itself to fighting horizontal proliferation, while ignoring vertical proliferation and disarmament.

Complacency with proliferation outside the NPT is inconsistent with efforts to strengthen the Treaty's regime and may defeat the purpose of eliminating nuclear weapons.
