87. Like all technologies, the impact of information technology can only be described in terms of its application.

Fracking came out in '47, and don't believe for a minute when our president gets up there and says the Department of Energy 30 years ago developed fracking.

He said many countries identified soft technologies, such as geographic information systems and technologies for measurement, monitoring, and verification such as tide gauges, rather than hard technologies for adaptation.
