Most Parties reported on their participation in the observing and monitoring programme of the Comité permanent inter États de lutte contre la sécheresse au Sahel (CILSS), which is a programme established in 1975 to monitor agricultural, hydrological and meteorological phenomena within the CILSS member States.

Some efforts have been made at regional level, and it has been decided in particular to set up an observatory on drought, desertification and natural disasters in countries of the Arab Maghreb Union (AMU) and the Permanent Inter State Committee on Drought Control in the Sahel (CILSS).

In 1997, the Permanent Interstate Committee for Drought Control in the Sahel (CILSS) undertook a study of rural know how in the areas of water and soil conservation, protection and restoration of soil and the analysis of data in management of natural resources.
