UNICEF was working jointly with donor and recipient Governments to promote an increase in the allocation of official development assistance and domestic resources for programmes for children.

At the fourth donor meeting on the Dead Sea, Jordan, donors announced their intention to provide additional funding to the Iraq Trust Fund to support the political process and expand reconstruction and rehabilitation activities.

91. Cash contributions to the Trust Fund from August 1997 to July 1998 totalled US 2,941,504, and in kind contributions for the same period totalled approximately US 3,824,647.

Adult education may be financed from the state budget and the local budget, as well as by resources of employers, own funds of students, donations and gifts as well as other resources.

It is expected that this amount would be matched on a reasonable basis by interested donors so as to ensure a minimum critical mass of resources for the SRCF.

When makes a donation, an enterprise shall conform to the related laws, administrative regulations and provisions on financial affairs, set down an executive plan, define the scope and conditions of the donation, determine and implement the responsibility for its implementation and seriously perform the hand over procedures for the donated assets.

E. Grants contributions

The SRCF consists of grant resources that would be under the control of the GM, but fiduciary responsibility (accounting, disbursement, etc.) would be vested with IFAD.

The President of IFAD would recommend to the Executive Board of IFAD, that the Fund participate in the SRCF as a catalyst, with a contribution of USD 10 million in grant from its own resources.

The territorial Government intends to secure donor financing to fund those infrastructure improvements.

Regrettably, the funding of United Nations development cooperation was still low and depended on a small donor base.

(b) Delivery of in kind food donations and cash subsidies to refugees is mainly dependent on timely delivery by the donor community.
