By contrast, ETS requires the imposition of an emissions cap and focuses on national emission totals.

With respect to air quality, a number of steps have been taken to reduce emissions, such as introduction of fees on emissions of nitrogen oxides and stricter requirements on emissions from industrial activities.

China recently demanded that the US reduce its emissions by 40 from its 1990 baseline levels and subsidize emission reduction efforts in China and other developing countries to the tune of .05 1 of America s GDP. But the recently House passed Waxman Markey bill proposes that the US only cut emissions by 3.6 of 1990 baseline levels.

Developing countries are not required to make reductions during this first commitment period, but negotiations are due to start in 2005 that will also encourage developing countries to embark on a lower emissions path.

Resources for work on the clean development mechanism

Only Europe has tried to make a serious shift away from carbon emissions, creating a system that requires each industrial emitter to obtain a permit for each ton of CO2 emissions. Because these permits trade at a market price, companies have an incentive to reduce their emissions, thereby requiring them to buy fewer permits or enabling them to sell excess permits for a profit.

Some countries called for guarantees that developing countries would receive a share of the proceeds from the emissions trading mechanisms.

Moreover, abandoning the Kyoto Protocol s exemption of developing countries from obligations for current emissions, the US has insisted on obligations from China and India that reflect a common form of taxation of emissions. But there are persuasive reasons why these countries insist that the obligations must instead reflect per capita emissions, a criterion that would require far greater emission cuts by the US than its leaders now contemplate.
