With regard to the new proposal of the Committee on Contributions that the deadline for payment of assessed contributions should be set at 35 days from the date of issuance instead of 30 days from the date of receipt, it was not certain that assessment letters would be received by all missions on the date of their issuance.

521. The Special Rapporteur sent a follow up communication reminding the Government of the case of Nicolaj Szpakowicz, which had been sent during 1995 and to which no reply had yet been received.

In that regard, it was noted by a few representatives that letters of request for payment had not been received in their countries and that care should be taken to ensure that those letters were sent to the competent authorities.

The number of pieces of correspondence received and actions taken by the Division amount to 25,200. This figure excludes facsimiles sent in connection with bids and requests for proposals.

Owing to the shortage of human and material resources available to him, the communications received could not all be analysed.

364. The Special Rapporteur regrets that no reply to his communications has been received.

The Board, after reviewing the payments, concluded that payment of the salaries on ex gratia basis was contrary to the terms contained in the Secretary General s letter of 7 March 1995 and the letters sent to the judges after their elections.
