The following levels of vocational education have been established in the Latvian educational system primary vocational education secondary vocational education higher professional education.

The Law On Vocational Education regulates primary vocational education, secondary vocational education and higher professional education of the first level, as well as the awarding of the respective professional qualifications.

Vocational training for graduates of special education institutions is based on a list of vocational training areas and specialties that correspond to those categories of students, and is performed in special schools or in conventional schools of the system of beginning vocational and secondary vocational education.

In the academic year 2003 2004 there were 627 full time educational institutions providing general education, 38 educational institutions providing evening courses or distance learning, and 71 educational institutions providing vocational, higher vocational or specialised secondary education.

Graduates of these educational institutions receive a secondary vocational education.

The percentages for women are particularly alarming.

A person is enrolled in programmes of secondary vocational education after the person has acquired general primary education or primary vocational education.

The person is enrolled in programmes of further vocational education that allow acquiring the third level of professional qualifications, after the person has acquired vocational education or secondary education.

Basic education services, as well as federalized upper secondary and vocational education, have been added to the services catering for the same levels previously existing in the states themselves.

In total 69 per cent of a youth year group will end up by having a vocationally qualifying education and 31 per cent will have non vocationally qualifying education, (i.e. not corresponding to at least the same level as a completed vocational education and training of at least 3 years apos duration, following compulsory schooling).

In addition to the federalization of basic education, SEP has devolved other services to the local authorities, such as the technical vocational education services (intermediate secondary education) of the National College of Technical and Vocational Education (CONALEP) and those of the baccalaureate of the College of Bachelors, decentralized SEP bodies.

All citizens of the country are guaranteed free general secondary and beginning vocational training, as well as, on a competitive basis (in the context of a State contractual award), secondary vocational training, higher education, and postgraduate education.
