These regulations were officially introduced in 1995 and therefore primary education is now compulsory in Sri Lanka.

The Code of Practice on Education under the DDO was issued in July 2001 to assist educational establishments in fulfilling the requirements of the DDO.

In accordance with Regulations of the CM sports is included in the compulsory content of standards of state primary education, state general secondary education and vocational education at all levels.

An amendment to the Governor in Council Education Regulations in 2004 allows a student with special needs to be funded to attend a designated special education private school.

Students with special reading difficulties are entitled to special remedial instruction in accordance with Law No. 66 1995 on Compulsory Education and the Regulations on Special Education, No. 389 1996.

With respect to national laws and regulations, Act No. 98 12 of 1 June 1998 on the educational system stipulates that formal education constitutes a method of acquiring education and vocational training in a formal setting.

Given what specialists in early childhood education know about the adverse effects of forced majority language medium education on children from such backgrounds, there is a strong argument that such education constitutes a violation of Art. 2 of Protocol One, and similar provisions in other human rights treaties, in those circumstances.

Following the enactment of the BORO in 1991, the Committee on the Promotion of Civic Education (CPCE) under the Home Affairs Bureau established a Human Rights Education Sub Committee to promote public understanding of the BORO and respect for human rights as set out in the various treaties.

Other problems in the area of education are the poor state of many classrooms and the lack of educational materials.

The education of disabled children is governed by the Act of 7 September 1991 concerning the education system and Regulation No. 29 of the Minister of National Education, of 4 October 1993, concerning the rules for caring for disabled pupils, their education in widely accessible and integrated public kindergartens and other institutions and the organization of special education.

For instance, about 350 preschool, elementary and secondary teachers participated in a gender sensitization programme in Greece.
