Article 3 of the Constitution establishes that pre school, primary and secondary education are compulsory.

As stated in the General Education Act, there are three types of education basic, upper secondary and higher.

It also stipulates that education offered by the State shall be secular and free of charge.

It provides for obligatory education to replace the current eight year primary education.

321. Education Ordinance No. 31 of 1939 made provision for the Minister of Education to make regulations for compulsory attendance at school for children between the ages of 5 and 16, with penalties for non compliance.

Higher education is regulated by

The Law On Education, effective at present, prescribes that education at the state and municipal educational establishments is in the state language.

It defines the legal, organizational and socio economic bases for the development of education establishes the structure of education, the principles underlying its regulation, management and authority, and the areas of operation for its agencies and is the legal basis for other legal and regulatory acts of the Republic in education.

On 29 October 1998 the new Law On Education was enacted, regulating the system of education in general, as well as prescribing the types of education, its levels and establishments.

The procedure for implementing formal educational programmes for adults is prescribed by the Law On Vocational Education, the Law On Establishments of Higher Education and other legal acts.

(b) Adopting education regulations and

The Argentine Constitution guaranteed the right of indigenous populations to bilingual and intercultural education.

In the education sector, mandatory education had been introduced for children from 6 to 16, as well as legislation penalizing parents who violated that provision.

The right did not discharge the State of its responsibility for education planning, monitoring and general control of the education system.

Its national education curriculum prescribed that the three major religions in Thailand Buddhism, Christianity and Islam should be studied at all levels of education, with due regard to the age of students.

The Law On General Education provides that the acquisition of primary education starts in the calendar year when the child reaches the age of 7.

The MES is responsible for the licensing and accreditation of establishments of higher education in accordance with regulations of the CM.

It has ensured education for all by making it compulsory and free.

Enrolment in educational programmes for professional upgrading is not regulated.

(b) Initiating human rights education programmes in formal and informal education

A national plan of action for EFA has been prepared.

10.1 The Namibian Constitution guarantees the right to education to all persons and makes it compulsory until the age of 16, or until completion of primary education.

Rule 6 Education

Non informal education

In accordance with the General Education Act, the Federation plays a standard setting role in basic and normal education and draws up guidelines, plans and programmes, in cooperation with the local education authorities sets the syllabuses and prepares and produces free textbooks and undertakes national planning and evaluation.

Emphasis has been placed on combating stereotypic conceptions through the educational process and especially in primary education, educational handbooks, enhancement of libraries and redefinition of school vocational orientation.

The foundations, registration and accreditation of these private educational establishments follows the same procedure that has been established for state and municipal educational establishments, i.e., the procedure that has been prescribed by the Law On Education.

Higher education The Law On Education and the Law On Higher Education Establishments, enacted on 2 November 1995, provides considerable independence to establishments of higher education from the state.

460. The rules concerning primary education in Greenland are deemed to comply with the requirements of the Convention concerning primary education.

Article 2 of the Norwegian Constitution states that the Evangelical Lutheran Church is the official state religion, and further determines that those of the inhabitants, who subscribe to this have an obligation to bring up their children in the same manner .

532. The education of disabled children is governed by the Act of 7 September 1991 concerning the education system and Regulation No. 29 of the Minister of National Education, of 4 October 1993, concerning the rules for caring for disabled pupils, their education in widely accessible and integrated public kindergartens and other institutions and the organization of special education.

The General Education Act, which established equal access, gender equality and non discrimination in education, had been a major step forward for formal education in Paraguay.

The Law of 10 June 1999 On General Education prescribes that the pre school educational programme encompasses children up to the age of 7.

37. UNESCO was tackling violence against women through formal and non formal education and educational methods and material.

Recognizing that education contributed to the achievement of the Millennium Development Goals, Fiji had made primary education compulsory and was taking steps to make secondary, vocational and higher education accessible to all.

The provisional agreement also specifies that the ministries of education need to issue the implementation instructions and designate representatives of their ministries, who would be responsible for resolving the problems of the returnee children.

The laws in BiH maintain that pre school education is an integral part of the educational system and that it is of special social interest.

The Secondary Education Act states specifically that one of the assumptions underlying education is that the students are growing up in a multicultural society.

The Act guarantees the right of the child to education and the obligation of the State to make primary education compulsory and free.
