The agenda of cooperation between the United Nations and regional partners is becoming ever more multifaceted and larger in scope.

People outside that circle are treated as sub human, and can be exploited with impunity. But, over history, the circle has expanded. One can see, in historical record, it expanding from the village, to the clan, to the tribe, to the nation, to other races, to both sexes, and, in Singer's own arguments, something that we should extend to other sentient species. The question is, if this has happened, what has powered that expansion?

We face together the growing shortage of water and the ever expanding desert.

During the last decade, the distribution sector has become increasingly globalized, with companies disaggregating their value chain for sourcing or expanding through investment into other countries.

Will citizens take advantage of the expanding availability of information and networking or will they be increasingly isolated from global trends?

Both of those regions are undergoing an increasingly aggressive process of militarization.

High finance. Expansion. Marriage.

The harmful effects of the proliferation of small arms and light weapons are increasingly obvious.

But enlargement fatigue among the member states continues to muddy this optimistic forecast. Although more than three quarters of the EU s member states are former enlargement countries, the Union s expansion is no longer viewed as an unalloyed success story.

NATO expansion is nothing more than the extension of its zone of influence andin the most sensitive, military political sphere. And yet the West sunwillingness to abandon that effort is coupled with a repeated refusal to recognize Russia s right to have its own zone of interest.

This was caused by a rise in population coupled with increasing scarcity of land and water.

And that is the fact that space itself is expanding.

Don't stay in too long. It opens the pores.

The expanding range of space applications in the technical, civil and military fields has a potential for conflicting interests about which there is a growing inevitability.

The gains made in water supply coverage are increasingly threatened.

A longer term concern is the rise of China an economic and demographic powerhouse whose expanding military capacity has enabled it to take an increasingly assertive stance in territorial disputes, including with Japan in the East China Sea. China s territorial ambitions are also fueling tensions in the South China Sea, where sea lanes that are vital to Japanese trade are located.

4. The growing range and complexity of demands for United Nations system operational activities make it increasingly necessary for the United Nations development system to deepen its relations not only with Governments but also with society at large.

We face growing challenges in the area of non proliferation, arms control and disarmament.

SEOUL Japanese Prime Minister Shinzo Abe s economic agenda dubbed Abenomics seems to be working for his country. Expansionary monetary policy is expected to inject liquidity into the Japanese economy until inflation hits the Bank of Japan s 2 target, while expansionary fiscal policy is expected to continue until economic recovery takes hold.

This is the legacy of manifest destiny.

There is no change in blood flow, in dilatation of the blood vessels.

Even in countries not at war, poisonous identity politics is becoming increasingly widespread and accepted. In Egypt, for example, the public has been broadly supportive of a brutal crackdown on the Muslim Brotherhood and its Islamist supporters.

They are in increasingly high demand, and we hope to expand our capacity to offer them.

China s Expanding Core

Chinese people have never had a gene for expansion.

The desert was advancing by a mile or two a year.

It also dilates the coronary arteries, so it stops angina.

Proliferation of nuclear weapons would be more dangerous in regions with tension.

5. The Committee was, however, increasingly concerned at the ongoing deterioration of the situation and the intensification of violence and tension on the ground.

We need a card on the balance of power we need a card on crises we undoubtedly need a card on non proliferation and one on energy.
