Lawmakers have feuded for months over how much money should be earmarked and how it should be spent.

Recalling General Assembly resolution 56 206 of 21 December 2001, which encourages the Executive Director of the United Nations Human Settlements Programme to strengthen the United Nations Habitat and Human Settlements Foundation in order to achieve its primary operative objective of supporting shelter, related infrastructure development programmes and housing finance institutions and mechanisms, particularly in developing countries,

Trust funds and earmarked contributions

There has been a marked tendency in recent years for Governments to support the Fund of UNDCP through the provision of earmarked contributions at the expense of unearmarked contributions.

(ii) Projects to be funded from 20,000,000

Nearly all contributions were earmarked either for developing country participation in meetings or for specific project activities.

Contributions to this trust fund are both unearmarked (window 1) and earmarked (window 2).

No separate amount is assigned to indigenous women from this allocation.

While commendable progress has been made in resource mobilization, there is still a major imbalance between earmarked and non earmarked contributions.

Although this balance appears significant and gives the impression of excess funds, these funds are in fact all earmarked for specific projects.

Special purpose contributions represented 71.1 per cent of total extrabudgetary income and general purpose contributions accounted for 28.9 per cent.

An increase in non earmarked contributions and in the regular budget allocation would represent a meaningful and long term solution to the problem.

(b) A change in earmarkings between TRAC lines 1.1.1 and 1.1.2 is proposed for available resources over the base total programming level of 450 million to provide UNDP with flexibility in supporting urgent programme country national capacity development needs towards achieving the Millennium Development Goals (MDGs).

The Executive Directors' target of 35 per cent will also be applied to the earmarked and bilateral contributions.

(a) The substantial proportion of earmarked or special purpose contributions, which are more than double the level of the general purpose (non earmarked) extrabudgetary contributions made during the past few bienniums, a ratio which is expected to remain at much the same level

Article 61 Without consent of coal mining enterprises, no units or individuals may occupy the railways, roads, navigation channels, wharves, power lines and water supply pipes specially used by coal mining enterprises.

The reduction in the allocation of funds for consultants and experts in both Tribunals was welcome.

4. Paragraph 3 does not apply to any cargo carried on board the ships referred to in paragraph 2, nor does it apply to any cargo owned by a State and used or intended for use exclusively for government non commercial purposes.

While acknowledging the importance of voluntary contributions to OHCHR, the Group stressed that such contributions should not be earmarked for specific programmes and activities.

Of the total voluntary contributions to the Foundation, non earmarked contributions rose from 8.3 million in 2003 to 10.5 million in 2004, while earmarked contributions rose from 17.2 million to 22.2 million during the same period.

It was noted by one delegation that excessive earmarking placed a burden on UNHCR and on the donors who do not earmark.

Funds under consultants and experts should be used only for expertise which is not available within OHCHR.

An increase of 16 posts is proposed under earmarked contributions owing to additional programme requirements arising from increased levels of contribution.

Subtotal, general purpose vehicles

There is no earmarking of funds by individual contributing States to specific focal areas or projects.

Moreover, as indicated in the statistical addendum (A 53 226 Add.2), there is a trend towards increased earmarked funding of operational activities for development.
