33. It was stressed that trade preferences such as the GSP are mutually beneficial to preference giving and preference receiving countries.

31. Recent preferential actions in favour of least developed countries, including through improvements in generalized system of preference (GSP) schemes, were recounted.

27. There was a divergence of views on the impact of trade preferences and the GSP.

EU s GSP benefits for clothing and textile products are generally limited to a 15 per cent margin of the MFN rates and subject to several country sector limitations.

Exporters from origin countries face lower tariffs under the generalized system of preferences.

Some preference giving countries, including Canada, Norway and Switzerland, have moved ahead with extensions in the coverage of agricultural and food industry products under their respective GSP schemes.

Furthermore, the trend towards reciprocity in the new generation of preferential trade arrangements and economic integration groupings may have longer term implications for the scope and application of the traditional non reciprocal trade regimes like the GSP or the Lomé Convention.

(d) Social equity To promote the widespread distribution of economic and social benefits from tourism throughout host communities, including improvement of opportunities, income and services available to the poor

Furthermore, progress in simplifying GSP schemes is already being made in some developed countries.

Preferential tariff rates offered under the GSP reduce the incidence of MFN peak tariffs for developing countries, in particular for LDCs, which enjoy special treatment (often in the form of duty free access) provided, of course, the products affected by peak tariffs are covered under the GSP.

GSP benefits are in many cases also affected by rules of origin.

In the US, footwear and leather products are excluded from the coverage of the scheme, so that MFN tariffs apply fully to developing countries.

In the US, MFN rates apply for most products, even for developing countries, as most of them are not covered by the GSP.

Due to the application of a more favourable GSP treatment, the post Uruguay Round position of the least developed countries (LDCs) will be more favourable than that of developing countries in general.

On the other hand, non reciprocal preferential trade arrangements (e.g. GSP, the Caribbean Basin Initiative (CBI), the Canadian Programs for Commonwealth Caribbean Trade Investment and Industrial Cooperation (CARIBCAN), the Lomé Convention) facilitate market access for beneficiary developing countries.

In this connection, it was also necessary to further analyse and study ways and means to enhance the utilization of existing trade preferences such as the Generalized System of Preferences, and ways of improving trade preferences and rules of origin, not least because of the trend towards greater reciprocity and graduation of countries receiving trade preferences and because of the proliferation of regional trading arrangements.

These losses will arise mainly because of the erosion of preferential treatment of African exports in EU markets under the Lomé Convention and more generally under the GSP.
