The seriousness of the offence may also be inferred from the involvement of a criminal organization in committing the offence, the transnational effect of the offence or any other element typical of organized crime.This option would include the insertion of an illustrative list of offences into the travaux préparatoires.

All the above provisions of the Criminal Code implicitly criminalize any act involving the use of financial means to commit the acts of terrorism, i.e. individual stages of the commission of criminal acts preparation for a crime, attempt at a crime, completed crime, or participation in a crime.

Only the most reprehensible acts should be criminal offences.
