16. The definition of an asset indicates that where a cost incurred by an enterprise will result in future economic benefits, it would be capitalized and charged to income over the period in which those benefits are expected to be realized.

Any resultant unrealized gain is not recorded as income for the period, but set aside within accounts payable other .

Investment income and costs associated with operation of investments in the cash pool are allocated to participating funds

Unrealized exchange gains are not recorded as income, but set aside in accounts payable on the grounds of prudence until realized at which point they would be treated as income.

It also included the part that the profits allocated to the overseas investors belonged to the earnings from equity investments of dividends and bonus generated by the retained earnings which had been achieved for what was actually allocated to the investors by the enterprises held by Chinese residents.

For these funds, where contributions are received, programmed and disbursed almost exclusively in United States dollars, any realized gains and both realized and unrealized losses from the revaluation of non United States dollar assets and liabilities, are recorded through table 1 and the programmable fund balance adjusted accordingly.

17. Many environmental costs do not result in a future benefit, or are not sufficiently closely related to future benefits to enable them to be capitalized.

That raises the question as to why internal momentum for growth, based on financial and human capital of which there is no overall shortage has failed to materialize.

UNDCP will also seek to modernize legislation on asset forfeiture, to help countries to adopt stricter controls of money laundering and precursor chemicals, and to reduce options for the legitimation of the proceeds of crime in connection with business investments, financial instruments and real estate.

Although lower interest receipts reduce foreign exchange earnings in the current period, unlike lost export receipts, these overdue payments can be capitalized and added to the affected country s foreign claims on the target State.

That method includes actual income received from dividends and interest, as well as realized capital gains and losses, and takes into account changes in the market value of the investments and the timing of cash flow.

The Fund apos s real estate investments outperformed both bonds and cash during the biennium, with a total return of 8.6 per cent for the year ending 31 March 1997 and 18.9 per cent for the year ended 31 March 1998.

While this is still a relatively new series of investment vehicles and the volume of the available long term bond is somewhat limited, the yields on these bonds present a suitable starting point in developing the required prudent real return assumption.
