It is not clear from the report (S 2002 882, page 5) whether the expression juristic person covers, in fact, the intermediaries outside the financial sector.

The Secretariat should have provided clear instructions on how the data in the questionnaires should be submitted by Member States, thus ensuring, a clear understanding on how the data is factored in.
