Given the high cost of ground transportation, the Department of Peacekeeping Operations should develop a policy with regard to the purchase and assignment of both standard civilian and specially equipped armoured vehicles, as well as representational vehicles.

We have established an enforcement regime for appropriate vehicle safety standards so as to promote increased responsibility with regard to importing, selling and operating unsafe or non road worthy vehicles and to fostering vehicle safety.

Discrepancies in the criteria for procuring and replenishing ground transportation vehicles were a cause for concern.

Similarly, within the framework of ECE, an international agreement has just been adopted to develop global technical standards for motor vehicles, which should lead to the production of vehicles meeting high safety and environmental standards.

The Economic Commission for Europe (ECE), within its work programme in the area of transport and standards for the construction of vehicles, referred to Regulation No. 18 and amendments, on uniform provisions concerning the approval of power drive vehicles with regard to their protection against unauthorized use, and Regulation No. 97 and amendments, on uniform provisions concerning the approval of vehicle alarm systems and of motor vehicles with regard to their alarm systems.

As regards special purpose vehicles and heavy trucks and buses, criteria for replacement is eight years, or 135,000 kilometres, and 10 years or 250,000 kilometres, respectively.

Improvements to national vehicle efficiency standards and investments in alternative fuels and vehicles help local governments to reduce greenhouse gas and local air pollutants.

The proposed vehicle establishment for the budgeted period totals 935 United Nations owned vehicles, consisting of 788 road vehicles and 147 trailers.

19. Provision of 164,200 is made for the cost of spare parts, repairs and maintenance of United Nations owned vehicles based on an average standard monthly cost of 200 per vehicle for an average fleet strength of 69 vehicles deployed to the Mission area during the 11.6 month period ( 160,100).

No new vehicles were purchased for UNMIH.

The 534 vehicles mentioned above included 15 sedans, 485 4x4s, 26 light buses and 8 medium buses, of which 22 light buses and 8 medium buses were to be provided from stock.

Provision is also made for contingent owned vehicles at the standard rate of 500 per vehicle per month and for trailers at the rate of 80 per trailer per month based on the monthly deployment of vehicles shown in annex VI.A. In addition, a reduction factor of 25 per cent has been applied to compensate for vehicles that are out of service for repairs and the drawdown of personnel.

Savings were realized for the purchase of vehicles as a result of several factors (a) the purchase of 18 fewer light jeeps (b) a lower unit cost of 14,500 compared to the standard cost of 20,000 per vehicle for 460 jeeps acquired under a global purchase order and (c) the availability of 7 armoured vehicles from United Nations surplus stock.

The Advisory Committee notes that progress was achieved with regard to the amalgamation of commercial and military pattern support vehicles and that a checklist was agreed upon, defining the criteria for reimbursement of commercial pattern support vehicles as military pattern vehicles (see A C.5 58 37, annex I.B.2).

Provision is made for the replacement of existing vehicles in the UNDOF operational area, based on United Nations standard replacement criteria.
