Lithuania abides by its commitment under the Treaty on the Non Proliferation of Nuclear Weapons not to receive the transfer of, receive control over, manufacture or acquire nuclear weapons or a nuclear explosive capability.

It also calls upon the nuclear weapon States and the nuclear weapons capable States to give a clear commitment to the speedy, final and total elimination of nuclear weapons.

Legally binding security assurances by the nuclear weapon States to the non nuclear weapon States parties to the NPT would significantly strengthen the nuclear non proliferation regime by eliminating incentives for pursuing capabilities.

The threat posed by nuclear weapons and their proliferation would be successfully tackled only if all States contributed nuclear weapon States must live up to their commitments further to reduce their arsenals, while non nuclear weapon States must exercise their right to use nuclear energy for peaceful purposes in such a way that did not give rise to concern about misuse and military nuclearization.

The development of new nuclear weapons and improvements in weapons capability among nuclear weapon States, the possibility of access by non State actors to nuclear weapons, the withdrawal from the Treaty of one State party and accusations made against certain countries that they were part of a network of instability had contributed to a heightened sense of insecurity.

For, if the role of nuclear weapons were limited to deterring their use by others, nobody would need them if no one had them.

And that is that Iran will achieve that nationalist pride by making enough weapons grade fuel, through research, so that they could show that they know how to make weapons grade fuel, but not enough to actually build a bomb.

Recognizing that the total elimination of nuclear weapons will require measures to be taken firstly by those nuclear weapon States that have the largest arsenals, and stressing that these States must be joined in a seamless process by those nuclear weapon States with lesser arsenals in the near future,

However, the most serious exception remains that of nuclear weapons, which are unquestionably the most devastating and destructive of all weapons.

Pending the total elimination of nuclear weapons, States Parties agree on the need for the establishment of a legally binding international instrument under which the nuclear weapon States will undertake not to use or threaten to use nuclear weapons against non nuclear weapon States.

The steps taken by the non nuclear weapon states concerned since 2000 to establish new nuclear weapon free zones are welcome and should be supported. Non nuclear weapon states should be encouraged to continue to make efforts and advance proposals on establishing new nuclear weapon free zones.

China has long been unconditionally committed to no use or threat of nuclear weapons against non nuclear weapon countries or nuclear weapon free zones, and has always supported the efforts of countries in various regions to establish nuclear weapon free zones on a voluntary basis through consultation.
