(e) Debtor means a person that owes performance of the secured obligation and includes secondary obligors, such as guarantors of a secured obligation .

Long term sustainability of debt depends mainly on the growth and export prospects of debtor countries.

As repeated reschedulings involve costs for the debtor countries and contribute to further accumulation of debt, the concept of reduction of the stock of debt (instead of the flows of debt service) was introduced by the Paris Club in 1994 and allowed for an exit from a repeated cycle of debt reschedulings.

15. Regarding the debt problem, his Government had signed an agreement with the Paris Club on a comprehensive mid term restructuring of its debt, and another accord with the creditors of the London Club on rescheduling its commercial debt.

The debt indicators show what would be expected to be a sustainable debt position.1 The debt service ratio measured 13 per cent, the debt stock to exports ratio 114 per cent, the debt stock to GNP ratio 31 per cent, and short term debt to foreign exchange reserves ratio 53 per cent as noted, however, those figures obscure diverse trends at the country level.

The bulk of that amount comprised long term debt (80 per cent), while short term debt accounted for 18 per cent of the total.

INDRA will provide that service only if creditors extend maturities of firms short term debt into loans with maturities of between one and four years.

In addition to estimating financing gaps and identifying the sources of financing (including different scenarios of debt rescheduling), DSA includes an analysis of debt dynamics to determine the stability of debt to GDP or debt to government revenue ratios.

As Daniel Gros recently pointed out, debt that can be rolled over indefinitely at zero interest rates is no debt at all. This is an extreme example but the closer a fixed interest rate gets to zero, and the longer the maturity becomes, the lower the burden of the stock of debt.

In an environment of zero or near zero interest rates, creditors have an incentive to extend and pretend that is, roll over their maturing debt, so that they can keep their problems hidden for longer. Because the debt can be refinanced at such low rates, rollover risk is very low, allowing debtors who would be considered insolvent under normal circumstances to carry on much longer than they otherwise could.

The debts owed to the Fund by these countries were reduced by rescheduling them over a period of 40 years, including a 16 year grace period, with interest rates ranging from 0.5 per cent to 2 per cent.

Of the seven debtor countries that rescheduled in that year, only Jordan is non HIPC and is expected to graduate from the rescheduling process thereafter.

Overall, short term debt and total debt service also declined.

With total short term obligations estimated at 68.4 billion,14 the package thus covered 88 per cent of those obligations.

CHICAGO It is universally recognized that a key factor underlying the 2007 2008 financial crisis was the diffusion of collateralized debt obligations (CDOs), the infamous special purpose vehicles that transformed lower rated debt into highly rated debt. As these structures lost popularity on Wall Street, however, they gained popularity on the other side of the Atlantic.

The law should specify that a security right may secure all types of obligation, including future, conditional and fluctuating obligations.

The Administration stated that the entire amount was paid in one lump sum to utilize the unliquidated obligations created in the biennium 1992 1993, which could be carried over to only the first year of the next biennium.

However, in accordance with UNDP UNFPA reporting requirements, executing agencies may retain unliquidated obligations beyond 12 months when a firm liability to pay still exists such liabilities are reported as accounts payable in the financial statements.

Among the 38 countries that have graduated or are expected to graduate from the Paris Club7 (i.e., to be able to service obligations after expiration of the consolidation period without additional relief), 11 have received a stock treatment.8 It is estimated that 29 countries with previous reschedulings with the Paris Club may reschedule their debt again (26 HIPCs and three middle income countries).

The US experienced debt crises periodically during the nineteenth century, and again during the Great Depression. Its response was to offer targeted and expedited debt relief often by bringing in new temporary bankruptcy legislation that forced limited debt write downs.

On the subject of debt, the United Nations is requested to support the efforts currently being made by the Commission of the African Union for a thorough review of debt, leading to debt cancellation for the heavily indebted poor countries and to debt reduction or cancellation for middle income indebted countries.
