Establishing two Europes in one, rather than a two speed Europe, would allow Europe to organize itself in a lasting way. The more federal eurozone would be embedded in a larger union that cooperates on defense, foreign policy, climate change measures, and migration policy.

I suggest the creation of a new institutional post of Special Representative on foreign energy policy, which would facilitate the coordination of all policies related to the external aspects of energy security. Working under the authority of the High Representative on Foreign Policy, who under the terms of the new reform treaty will also become a Vice President of the European Commission, this post would reinforce synergies within the EU.

This makes it even more important for the EEAS to align the Common Security and Defense Policy with wider foreign policy efforts. This is a daunting task, given the EU s current structure.

The upheaval among Europe s southern and eastern neighbors may well bring about a long overdue revamping of the EU s Neighborhood Policy. And, in pursuit of other avenues for expanding the EU s reach, European leaders might reinvigorate the European Economic Area.

A similar political signal is needed today to overcome EU member states resistance to decisions that advance a common foreign policy. Here, too, the sum needed would probably be rather small compared to the overall EU budget.

In foreign and security policy, New Power, New Responsibility proposes strengthening the role of the EU High Representative and the role of the European Action Service. Current EU High Representative Catherine Ashton continues to prove the worth of EU foreign policy institutions by, for example, brokering a remarkable peace between Serbia and Kosovo and playing a key role in nuclear negotiations with Iran.

The Right Stuff in Foreign Policy

The EU strongly supports the efforts of France, Germany and the United Kingdom, in association with the European Union's High Representative for the Common Foreign and Security Policy, to find an acceptable agreement to rebuild international confidence in Iran's intentions.

This is the crux of the Lisbon Treaty, which is designed to usher in new institutions and mechanisms aimed at creating more politically cohesive EU external policies. Transferring more areas of responsibility, such as foreign aid and development policies, to EU institutions helps the Union to adapt to new international realities by underpinning its growing importance as Europe s decision making center.

The development of the common asylum system would go hand in hand with a better reflection of refugee issues in the external policies of the European Union and the strengthening of partnerships with countries of first asylum.

In that context, I would like to recall that Greece, while holding the European Union presidency, produced a paper on the integration of a gender dimension into the EU's external relations policies.

The Fiscal Cliff and US Foreign Policy

But that might not be enough in an EU with more than 500 million citizens. Other EU states need to follow their example in order to make European foreign policy truly effective and influential.

The EU s current lack of unanimity on many world issues, as well as continental issues such as Ukraine, is no reason for despair. The trick for the Union is to develop shared solutions and to take joint foreign policy actions, even when various EU governments see things differently.
