Chapter 3. Price control measures Measures intended to control the prices of imported articles for the following reasons (i) to sustain domestic prices of certain products when the import price is inferior to the sustained price (ii) to establish the domestic price of certain products because of price fluctuations in the domestic market or price instability in the foreign market and (iii) to counteract the damage caused by the application of unfair practices in foreign trade.

With regard to commodity prices it was suggested that income, rather than price, fluctuations are the real problem.

Rising energy costs have directly affected prices for basic necessities and food.

In the recent past, the prices of these products have increased faster than steel prices.

There has been a steady effort to arrive at market based prices for energy commodities, and prices of some of them (notably oil products) have for some years been derived from the world market price.

Commodity prices are like this.

Food prices have increased by 400 per cent.

3. Agricultural price policies

There is also the issue of the so called reserve price (the highest price a buyer is willing to pay for a good or service). The reserve price places a cap on how high commodity prices will go, as it is the price at which demand destruction occurs (consumers are no longer willing or able to purchase the good or service).

Now, the price of food, many people complain about, but in fact, the price of food is going down, and that's odd because in fact, consumers are not paying for the true cost of food.

The prices of tropical agricultural products had also fallen against those of temperate agricultural products, and the prices of generic manufactures from developing countries had declined against the prices of manufactures associated with strong intellectual property rights, which basically preserved technological monopolies.

The gap between prices for agricultural produce and for goods it consumes has widened to reach an inadmissible level.

In India, nobody really talks about works of art they always talk about the appreciation of art.

Prices of food, even staple foods, have shot up beyond the reach of average citizens.

Devaluation results in uniform price changes over the whole range of tradeable goods rather than for a selected number of products.

The prices of primary commodities had declined against the prices of manufactures, especially during the 1980s.

CAMBRIDGE The prices of hydrocarbons, minerals, and agricultural commodities have been on a veritable roller coaster. While commodity prices are always more variable than those for manufactured goods and services, commodity markets over the last five years have seen extraordinary, almost unprecedented, volatility.

The prospect of falling prices reflects the collapse of industrial production, the resulting high level of unemployment, and the dramatic decline in commodity prices. Industrial production is falling at double digit rates in the negative inflation countries, and the price index for all commodities is down more than 30 over the past year.

Unstable prices for commodities were a serious issue.

It's because of the way the government commodifies food, and the cheap corn and cheap soy that are pushed into our food supply that makes these non nutrient foods really, really cheap.

The Notice required that the supervision of the prices of daily necessities, especially agricultural products, should be strengthened.

The export earnings from agricultural commodities and raw materials for least developed countries are falling as prices decline.

The adjustments were made in accordance with the movement of the United States consumer price index (CPI) and, if applicable, of the CPI of the country of residence, subject to the requirement that the relevant index had moved by at least 3 per cent since the last adjustment.

The prices of oil and many primary commodities have slipped.

Meanwhile, free trade negotiations seem to ignore historical trends. Developing countries international terms of trade have worsened prices of primary commodities have declined in relation to manufactures, as have tropical agriculture prices against temperate agriculture, and prices of generic manufactures have fallen relative to output protected by intellectual property rights.

If we allow food to be used to produce bio fuels, food prices will be linked to the oil price, as the head of the German farmers association happily announced. Indeed, food prices are currently increasing in Europe, because more and more farmland is being used for bio fuels instead of for food production.

Inflation has caused prices of some items to soar, in some cases by up to 100 per cent of their value.

Thus, for example, the price of cotton and timber fell ever lower, while the price of textiles and furniture soared.

But primary product prices remain much more volatile than the prices of manufactured goods and services, causing large fluctuations in producers incomes. This exaggerates the effects of booms and busts.

But, though inflation is very low, and even negative in a few countries, something more must be going on, because commodity prices are falling relative to the overall price level. In other words, real commodity prices are falling.

Many delegations drew attention to the continuing volatility of primary commodity prices and to the fact that in real terms commodity prices are still lower today than they were some 20 years ago.

Devaluation leads to a change in the relative prices of imports, which become dearer in the national currency, and exports, which become cheaper in foreign currencies.

Thus, with the exception of the prices of tropical beverages, in particular coffee and tea, the prices of the other commodities either declined or rose only marginally.

7. The price boom began with non oil commodities in 1994.

It was widely agreed that the long run trend decline in the terms of trade of most non oil commodity prices (when measured against the prices of manufactured goods) and volatile swings around the long term price trend of commodities had adversely influenced many low income countries' capacity to benefit from trade.

For consumers, the costs are in terms of higher prices and less variety.
