38. The Committee agreed to keep the question of conversion rates under review, including the use of price adjusted rates of exchange (PAREs).

The Rio Group was pleased that the Committee on Contributions had agreed on criteria for deciding when market exchange rates (MERs) should be replaced with other exchange rates and that it had decided that relative price adjusted rates of exchange (PAREs) were, in general, the most technically sound method of adjusting MERs.

This has also shifted the burden of adjustment disproportionately onto countries with floating currencies, such as the euro and the Canadian and Australian dollar. The lack of adjustment of surplus countries with inflexible exchange rate regimes means that as the US deficit falls, a counterbalancing deficit develops elsewhere in the world along with real effective exchange rate appreciation.

Exchange adjustments resulting from the payment of government contributions shall be recorded separately from those exchange adjustments from other transactions and shall be offset to those contributions.

At that time, the latest data on actual inflation experience, the outcome of salary surveys and the movement of post adjustment indices in 2005 will be taken into account a similar exercise will be conducted relative to exchange rates, taking into account more recent operational rates of exchange.
