The Codification Division of the Office of Legal Affairs under subprogramme 3 provides substantive servicing for the Commission.

The Board would be located in New York and secretariat services would be arranged for it by the United Nations Office of Legal Affairs.

13. As far as the need for the post of legal officer is concerned, the Advisory Committee was informed that the duties of that person would be to advise the Chairman of the Commission and provide legal services to the Commission.

(e) Administration of justice secretariat services to the Joint Appeals Board Joint Disciplinary Committee, Vienna, processing of Board Committee recommendations on appeals and disciplinary cases.

Also, the Office of Legal Affairs is active in servicing meetings of UNCITRAL and provides expertise for the timely production of legal texts.

It had also enjoyed its customary contacts with members of the legal services of the International Committee of the Red Cross, the Inter American Juridical Committee, the Asian African Legal Consultative Committee and the Council of Europe.

The National Council will also attempt to establish free legal advisory services for women victims of violence.

(c) Technical cooperation (extrabudgetary). Advisory services briefing missions, seminars, law reform assessments, assistance with drafting of national legislation based on UNCITRAL texts and advice on the use of non legislative Commission texts

Legal research services were provided to a number of bodies involved in the legislative process, in particular the two Commissions for which the Office serves as secretariat the International Law Commission and the United Nations Commission on International Trade Law.

(c) In the area of government contracting, the UNCITRAL Model Law on Procurement of Goods, Construction and Services and the UNCITRAL Legislative Guide on Privately Financed Infrastructure Projects

The secretariat will continue to provide the necessary technical services to the Board and the Committee.

The Department does not at present provide technical servicing to the Security Council, which remains in the Department of Political Affairs, or to the Fifth and Sixth Committees of the Assembly, which continue to receive technical and substantive servicing by the Department of Management and the Office of Legal Affairs, respectively.

Documentation presented by CCAQ reviewing the legal consequences of expatriation was also considered by the Commission.

The Office of Legal Affairs should review the secretariat requirements that an expansion from three to six UNCITRAL working groups requires and present to UNCITRAL, at its upcoming review of the practical applications of the new working methods, different options that would ensure the necessary level of secretariat services

1.6 The CTC notes that at present there are no legal provisions to authorize or regulate the activities of money remittance or transfer services.

202. The Office of Legal Affairs continues to provide a unified central legal service to the Secretary General, the Secretariat and the other principal organs of the United Nations and the Member States.

(f) Legal Committee (Sixth Committee).

The Committee commends the Office of Legal Affairs for its effort to avail itself of the Organization's internal printing services, thereby reducing proposed expenditures.

1.4 The CTC notes that a new piece of legislation is being drafted. The International Corporate Service Providers Act, 2003, with a view of regulating activities of international corporate service providers.

As a member of the Judicial Service Commission, major responsibilities are the appointment and discipline of members of the Judiciary.

In Estonia, only members of the Estonian Bar Association may provide legal services as advocates, unless otherwise provided by law.

177. The Committee took note of the measures that had been adopted by the Legal Subcommittee at its thirty first session as well as additional measures agreed for future sessions of the Subcommittee in order to improve the utilization of conference services.

The members of the Committee, which include a wide cross section of representatives from areas such as tourism, construction, law, education, financial services, communications and business, were selected by the elected members of the Legislative Council.

The secretariat further informed the Board that UNCC intended to continue to abide by the legal opinion dated 27 November 2002 prepared by the Office of Legal Affairs with respect to the proper scope of the Office of Internal Oversight Services audit of UNCC.

The Special Rapporteur also met with the Secretariat of the Parliamentary Assembly's Committee of Human Rights and Legal Affairs, Council of Europe.

Two legal affairs officers will assist and maintain liaison with the relevant subcommission of the Committee on National Reconciliation on legal issues, as well as with relevant government structures.

ICC services

They lacked access to social services and justice and that needed to be remedied.

It operates three schemes that respectively provide legal representation (the Duty Lawyer Scheme), legal advice (the Legal Advice Scheme) and legal information (the Tel Law Scheme).

Terms and conditions of service of members of the Committee will be comparable with those of the regular members of the Advisory Committee on Administrative and Budgetary Questions and the International Civil Service Commission.
