The goal of the United Nations Capital Development Fund (UNCDF) is to help reduce poverty and achieve the Millennium Development Goals (MDGs) in the least developed countries (LDCs).

There was a serious lack of financial resources which impeded the economic development of the developing countries and slowed down the achievement of those Goals.

That initiative should, in theory, generate resources for development, but that assumes that the funds exist and now are going to be used for development.

Secondly, development cannot take place without adequate financing.

The commitments made in the Millennium Declaration regarding the global partnership for development remained largely unfulfilled, with no new sources of financing for development materializing in a concrete manner.

UNFPA will pursue this with the implementation of the UNDG guidelines on cash transfer modalities to be implemented in 2006.

Thus, the agricultural institutions working in rural development, in an attempt to facilitate rural funding, has been creating alternative sources of funding such as Agricultural and Rural Development Fund (FFADR), Fisheries Development Fund (FFP), Small Industry Development Fund (FFPI), Fund for Agricultural Credit and Rural Development (CCADR), etc.

For the financing of development and the achievement of the MDGs, quality of aid is as important as its quantity.

However, may I say that rapid development cannot be achieved through domestic financing alone.

Funds are urgently needed for the rehabilitation of corrections infrastructure and for system development.

In addition, it is normally expected that ODA should provide new cash resources that make it possible for recipient countries to increase development spending.

Financial flows for development must be generated through a meaningful international trade regime with strong development dimensions.

In the next five years, UNCDF will support the LDCs to gear up to achieving the MDGs.

For developing countries, particularly the least developed countries, official development assistance is a main source of external funding, and substantial new and additional funding for sustainable development and implementation of Agenda 21 is required.

The Fund will substitute the currently existing Fund to Maintain and Develop Primary Education and Enhance the Teaching Profession's Value (FUNDEF).

The funding of the United Nations development cooperation should be addressed as an integral part of the effort to maximize support to developing countries in achieving the United Nations development agenda.

Mentors also render on site assistance to establish and develop FIUs.

Looking ahead, we must determine and provide the additional financing required to ensure achievement of the development objectives and goals, including the Millennium Development Goals (MDGs), within the stipulated time frame.

They underscored that the work of the Fund was essential to achieve the MDGs.

The way to achieve real economic growth and poverty alleviation was to enable developing countries to tap these flows to attain the MDGs, taking steps to open markets everywhere so that developing countries could mobilize the funding they required.

In many developing countries where formal financial sectors are not fully developed, the cash based economy is the most common and credible financial system and to regulate it by any means is not an easy task.

Increasingly, then, UNIFEM was working with partners to achieve the Millennium Development Goals.

In past decades, owing to historical and other reasons, developing countries have not been able to overcome their financial difficulties. Compounding that is the shortage of domestic financial resources and the unfulfilled international financial aid commitments. As a result, a development deficit has persisted.
