Results based management (RBM) systems, that embrace wide ranging reforms of the planning, programming, budgeting, monitoring, evaluation and reporting cycle and human resources and information management strategies, have been established in the majority of the organizations.

Regional management teams were established and have already begun strengthening systems for regional supervision of country programme management performance, reviewing and ensuring follow up on audit and management reports and developing performance indicators for reporting by all offices.

The monitoring system, as described above, will yield the necessary reports and analyses for submission to the PMOC and for the triennial review in 1999.

16. On the basis of reports submitted by Joint Monitoring Committee the Global Joint Monitoring Committee is required to examine policy issues involved in PAS implementation and to prepare an annual report on the implementation of PAS throughout the Secretariat to be submitted to the Secretary General.

These were (a) the structure of the reporting instrument (b) the capacity of Governments to provide the information requested (c) the process for overseeing the reporting system and (d) incentives for Governments to participate in the system.

Article 64 The financial report and risk control indicator report in the annual report of the securities firm and the other special reports required by the securities regulatory agency under the State Council shall be audited by the accounting firm with qualification for securities and futures business.
